Regulation and Frequency ResponseThe Transmission Customer shall meet its proportional share of Regulating Margin byeither:(a)(b)Purchasing Regulation and Frequency Response Services from SaskPowerpursuant to Schedule 3; orContributing or arranging to have a third party contribute generating resources tomeet the Regulating Margin requirement for the current year as follows:Regulating Margin Requirement = Transmission Customer's maximum NetworkLoad in the previous year x 1.7%A Transmission Customer that meets its proportional share of Regulating Margin byalternative (b) above shall also meet the requirements of Section 16 below.6. Operating Reserve6.1. The Transmission Customer shall meet its share of its Control Area’s Operating Reserverequirements by either:(a) Purchasing Operating Reserve Services from SaskPower pursuant to Schedules 5and 6; or(b)Providing or arranging to have a third party provide the Operating Reserverequirement.A Transmission Customer that meets its share of its Control Area’s Operating Reserverequirement by alternative (b) above shall also meet the requirements of Section 16below. The Operating Reserve requirement is as specified and implemented bySaskPower.6.2. In order to facilitate the use of Operating Reserve, the Transmission Customer that meetsits share of its Control Area’s Operating Reserve requirement by alternative 6.1(b) shallhave available unloaded reserved Firm transmission capacity at least equal to thatOperating Reserve amount. Such transmission may be loaded with interruptible energy sothat, upon interruption of the energy, Transmission Service is available to replace suchenergy from the Operating Reserve.In addition, the Transmission Customer shall restore Operating Reserve to the requiredlevel as promptly as practicable, but shall not exceed sixty (60) minutes from the time ofthe event necessitating the loading of the reserve.Page | 127

Re-dispatch To Manage Transmission System ConstraintsIf SaskPower determines that the re-dispatch of Network Resources to relieve an existingor potential Transmission System constraint is the most effective way to ensure thereliable operation of the Transmission System, SaskPower will re-dispatch its and theTransmission Customer's Network Resources on a least-cost basis, without regard to theownership of such resources. SaskPower will apprise the Transmission Customer of itsre-dispatch practices and procedures, as they may be modified from time to time.The Transmission Customer will submit verifiable incremental and decremental cost datafor its Network Resources, which estimates the cost to the Transmission Customer ofchanging the generation output of each of its Network Resources, to SaskPower whensubmitting its pre-schedules. These costs will be used, along with similar data forSaskPower resources, as the basis for least-cost re-dispatch for the next day's operations(or the next day’s operations if the pre-schedule is submitted on a Friday or the day beforea holiday). SaskPower's grid operation staff will keep these data confidential, includingfrom SaskPower's marketing staff. If the Transmission Customer experiences changes toits costs during the following day, the Transmission Customer must submit those changesto SaskPower's Grid Control Centre. SaskPower will implement least-cost re-dispatchconsistent with its existing contractual obligations and its current practices andprocedures for its own resources. The Transmission Customer is obligated to respondimmediately to requests for re-dispatch from SaskPower's Grid Control Centre. TheTransmission Customer may audit particular re-dispatch events at its own expense, duringnormal business hours following reasonable notice to SaskPower. If such audit shows thatSaskPower resources have been re-dispatched in preference to lower cost alternatives forother than emergency reasons, the cost of the audit shall be borne by SaskPower. Eitherthe Transmission Customer or SaskPower may request an audit of the other Party's costdata by an independent agent at the requester's cost.8. CurtailabilitySaskPower reserves the right to curtail all or part of Transmission Service due toconditions which physically cause a reduction in the transmission path(s). Suchconditions include, but are not limited to, forced outages of one or more elements of thetransmission path, nomogram restrictions, and unscheduled loop flows. NetworkIntegration Transmission Service will have equal status as SaskPower Domestic Load.Whenever possible and consistent with Good Utility Practice, loads will be curtailedbased on load ratio share. When such conditions no longer restrict the capability of thetransmission path, Network Integration Transmission Service will be resumed.Page | 128
