SASKPOWER OPEN ACCESS TRANSMISSION TARIFFSCHEDULE 3Regulation and Frequency Response ServiceRegulation and Frequency Response Service is necessary to provide for the continuous balancingof resources (generation and interchange) with load and for maintaining scheduledInterconnection frequency at sixty cycles per second (60 Hz). Regulation and FrequencyResponse Service is accomplished by committing on-line generation whose output is raised orlowered (predominantly through the use of automatic generating control equipment) as necessaryto follow the moment-by-moment changes in load. The obligation to maintain this balancebetween resources and load lies with the Transmission Provider. The Transmission Providermust offer this service when the transmission service is used to serve load within its ControlArea. The Transmission Customer must either purchase this service from the TransmissionProvider or make alternative comparable arrangements to satisfy its Regulation and FrequencyResponse Service obligation. Customers making alternative arrangements will be required toprovide Regulation and Frequency Response Service in the amount of 1.51% of their reservedcapacity for Point to Point Transmission Service or 1.51% of their Network Load responsibilityfor Network Integration Transmission Service. The charges for Regulation and FrequencyResponse Service are set forth below.Rate: $ 138/MW of Reserved Capacity per month.
