SASKPOWER OPEN ACCESS TRANSMISSION TARIFF14.2. SaskPower shall read or retrieve meter data on the first work day after the end of eachbilling cycle or such other date as may be required to carry out the provision of this Tariff.SaskPower shall process the meter data and determine energy imbalances, accounting andbilling using such meter data.14.3. The meter owner shall test revenue meters for power deliveries made at __kV and aboveat least once a year and within 10 business days after a request by the other Party. Theother Party will be afforded the opportunity to be present during the meter test. For metersowned by SaskPower, the Transmission Customer may request a meter test by calling thedesignated customer account representative of SaskPower and shall pay for the cost of therequested test if the meter has been tested within the previous 12 months. The Partiespresent at the meter test shall estimate the amount of capacity and energy created duringthe meter test. The meter owner shall immediately repair, adjust or replace any meter orassociated equipment found to be defective or inaccurate. An inaccurate meter is a meterthat is found to register with an error not permitted by the Electricity and Gas InspectionAct (Canada) Regulations.14.4. SaskPower shall adjust the recorded data to compensate for the effect of an inaccuratemeter. Such adjustment shall be made for a maximum period of 30 days prior to the dateof the test or to the period during which such inaccuracy may be determined to haveexisted, whichever period is shorter. No adjustment prior to the beginning of the nextpreceding month shall be made except by agreement of the Parties. Should any meter failto register, SaskPower shall estimate, from the best information available, the demandcreated, energy flow and VAr flows during the period of the failure. SaskPower shall, assoon as possible, correct the Transmission Customer's bills affected by the inaccuratemeter. That correction, when made, shall constitute full adjustment of any claim arisingout of the inaccurate meter for the period of the correction.15. Communications15.1. The Transmission Customer shall, at its own expense, subscribe to a NERC certifiedE-tag system for scheduling.15.2. A Transmission Customer contributing to Regulation and Frequency Responserequirement and Operating Reserve requirements or securing the requirements from athird party shall, at its own expense, install and maintain telemetry equipmentcommunicating between the generating resource and SaskPower.16. Requirements to Contribute to System Regulation and Operating ReserveThe Transmission Customer who is not purchasing Regulation and Frequency Responseand Operating Reserve Services from SaskPower shall operate its generating resources ina manner similar to that of SaskPower including following voltage schedules, freegovernor response, meeting power factor requirements at the point of interconnectionwith SaskPower's system, and such other criteria as may be developed by SaskPower orthe Network Operating Committee. The Transmission Customer shall pay the cost ofPage | 133
SASKPOWER OPEN ACCESS TRANSMISSION TARIFFmodification of SaskPower's computer hardware and software to accommodate theTransmission Customer's contribution to Regulation and Frequency Responserequirement and Operating Reserve. Any resources used by the Transmission Customer tomeet its proportional share, whether the Transmission Customer's Network Resources ora third party's generating resources, shall meet the same requirements as SaskPower'sgenerating resources used to meet the Regulation and Frequency Response requirementand Operating Reserve requirements, including but not limited to, automatic generationcontrol capability, ramp rate, and governor response, and are subjected to random testing,and if applicable, a monthly start-up test.17. Assignment18. NoticeThis Agreement shall inure to the benefit of and be binding upon the Parties hereto andtheir respective successors and assigns, but shall not be assigned by either Party, except tosuccessors to all or substantially all of the electric properties and assets of such Party,without the written consent of the other Party.Any notice or request made to or by either Party regarding this Agreement shall be madeto the representative of the other Party as indicated in the Network Service Agreement.This agreement is attached thereto as Appendix C.IN WITNESS WHEREOF, the Parties have caused this Agreement to be executed by theirrespective authorized officials.SASKPOWERBy:Title:Date:(TRANSMISSION CUSTOMER)By:Title:Date:Page | 134
