SASKPOWER OPEN ACCESS TRANSMISSION TARIFFIf the Assignee requests a change in service, the reservation priority of service willbe determined by the Transmission Provider pursuant to Section 13.2.23.2 Limitations on Assignment or Transfer of Service:If the Assignee requests a change in the Point(s) of Receipt or Point(s) ofDelivery, or a change in any other specifications set forth in the original ServiceAgreement, the Transmission Provider will consent to such change subject to theprovisions of the Tariff, provided that the change will not impair the operation andreliability of the Transmission Provider's generation, transmission, or distributionsystems. The Assignee shall compensate the Transmission Provider forperforming any System Impact Study needed to evaluate the capability of theTransmission System to accommodate the proposed change and any additionalcosts resulting from such change. The Reseller shall remain liable for theperformance of all obligations under the Service Agreement, except as specificallyagreed to by the Parties through an amendment to the Service Agreement.23.3 Information on Assignment or Transfer of Service:In accordance with Section 4, Resellers may use the OASIS used by theTransmission Provider to post transmission capacity available for resale.24 Metering and Power Factor Correction at Receipt and Delivery Points(s)24.1 Transmission Customer Obligations:Unless otherwise agreed, the Transmission Customer shall be responsible forinstalling and maintaining compatible metering and communications equipment toaccurately account for the capacity and energy being transmitted under Part II ofPage | 61

Suchequipment shall remain the property of the Transmission Customer.24.2 Transmission Provider Access to Metering Data:The Transmission Provider shall have access to metering data, which mayreasonably be required to facilitate measurements and billing under the ServiceAgreement.24.3 Power Factor:Unless otherwise agreed, the Transmission Customer is required to maintain apower factor within the same range as the Transmission Provider pursuant toGood Utility Practices. The power factor requirements are specified in the ServiceAgreement where applicable.25 Compensation for Transmission ServiceRates for Firm and Non-Firm Point-To-Point Transmission Service are provided in theSchedules appended to the Tariff: Long-Term Firm Point-To-Point Transmission Service(Schedule 7); and Non-Firm Point-To-Point Transmission Service (Schedule 8). TheTransmission Provider shall use Part II of the Tariff to make its Third-Party Sales. TheTransmission Provider shall account for such use at the applicable Tariff rates, pursuantto Section 8.26 Stranded Cost RecoveryThe Transmission Provider may seek to recover stranded costs from the TransmissionCustomer pursuant to this Tariff subject to the dispute resolution provisions in section 12.Page | 62
