SASKPOWER OPEN ACCESS TRANSMISSION TARIFF1.47 Transmission Provider's Monthly Transmission System Peak:The maximum firm usage of the Transmission Provider's Transmission System ina calendar month.1.48 Transmission Service:Point-To-Point Transmission Service provided under Part II of the Tariff on a firmand non-firm basis.1.49 Transmission System:The facilities owned, controlled or operated by the Transmission Provider that areused to provide transmission service under Part II and Part III of the Tariff.1.50 Umbrella Agreement:An agreement between the Transmission Provider and an Eligible Customerwhich provides all the information necessary to enable such Eligible Customer toreceive Short Term Firm or Non-Firm Point to Point Transmission Service underthis Tariff for a maximum period of three years without the necessity of executinga Service Agreement for each Completed Application. A form of UmbrellaAgreement is attached as Attachment B.1.51 FERC:The U.S. Federal Energy Regulatory Commission.2 Initial Allocation and Renewal Procedures2.1 Initial Allocation of Available Transmission Capability:For purposes of determining whether existing capability on the TransmissionProvider's Transmission System is adequate to accommodate a request for firmPage | 11
SASKPOWER OPEN ACCESS TRANSMISSION TARIFFservice under this Tariff, all Completed Applications for new firm transmissionservice received during the initial sixty (60) day period commencing with theeffective date of the Tariff will be deemed to have been filed simultaneously. Alottery system conducted by an independent party shall be used to assign prioritiesfor Completed Applications filed simultaneously. All Completed Applications forfirm transmission service received after the initial sixty (60) day period shall beassigned a priority pursuant to Section 13.2.2.2 Reservation Priority For Existing Firm Service Customers:Existing firm service customers ( wholesale requirements and transmission-only,with a contract term of one (1) year or more), have the right to continue to taketransmission service from the Transmission Provider when the contract expires,rolls over or is renewed. This transmission reservation priority is independent ofwhether the existing customer continues to purchase capacity and energy from theTransmission Provider or elects to purchase capacity and energy from anothersupplier. If at the end of the contract term, the Transmission Provider'sTransmission System cannot accommodate all of the requests for transmissionservice the existing firm service customer must agree to accept a contract term atleast equal to a competing request by any new Eligible Customer and to pay thecurrent Tariff for such service. This transmission reservation priority for existingfirm service customers is an ongoing right that may be exercised at the end of allfirm contract terms of one (1) year or longer.Page | 12
