REPORT OF THE VICE PRESIDENT—ADMINISTRATION 783the CAS Centennial Goal. The task force concluded that it requiredadditional education policy guidance in order to completethis charge and requested that the board of directors articulate aspecific policy with respect to the capabilities of its future members.The task force listed ten specific areas to be addressed. Aseparate task force, the FCAS Education Board Task Force, wascreated in order to provide the desired guidance and address theconcerns.In November 2005 the board decided to move ahead with theissues of giving the ACAS the right to vote and moving to oneclass of membership, despite the fact that the education issuehad not yet been resolved. The board instructed the CAS ExecutiveDirector and the VP—Administration to delineate a processwhereby the awarding of ACAS could be phased out within fiveyears, and the vote could be given to ACAS immediately (subjectto the constraints previously prescribed by board resolutions).The proposition for the ACAS vote is scheduled to be placedon the membership election ballot in summer 2006. Proposedlanguage for the ballot would be considered by the board at itsMarch 2006 meeting.3. Promote and maintain high standards of conduct andcompetence of members.Throughout the years, the CAS quality programs of continuingeducation opportunities and the Code of Professional Conducthave successfully fulfilled this purpose. The CAS provideseducation opportunities through the publication of actuarial materialsand the sponsorship of meetings and seminars.
