Recalling this study’s earlier exploration <strong>of</strong> <strong>the</strong> difficulty <strong>of</strong>defining <strong>cultural</strong> <strong>policies</strong>, it is not hard to see that besides <strong>the</strong> lack <strong>of</strong> political will, <strong>the</strong> lack <strong>of</strong>clarity on this point was certainly <strong>the</strong> most important reason for <strong>the</strong> lack <strong>of</strong> clearly establishedpriorities and <strong>policies</strong>.
