• Data about landmarks, cultural centres and historical points of interest can be obtained<br />

in the same manner as medical facilities data.<br />

• Strategic buildings present a challenge: there is no doctrinal definition of a “strategic<br />

building,” even though strategic buildings are included in level 1 of the NGA Data<br />

Hierarchy. 18 For that reason, there is no extant data within DND. A solution would, at<br />

a minimum, involve combining the mapping of medical and emergency response<br />

facilities with key landmarks, cultural centres and historical points of interest, plus<br />

specific classes of land use, to build a customized data list that would be task-tailored<br />

to support the commander’s planning and risk assessment requirements with other<br />

federal departments.<br />

CONCLUSION<br />

Domestic operations have the potential to be considerably improved through the use of HTM.<br />

As a specific subset of HTA, HTM provides a better product when employed within a<br />

deliberate and proactive planning cycle. Reactive operations may not result in the best HTM<br />

products, due to time limitations and rushed analysis. That said, the data available does indicate<br />

that HTM is beneficial when time permits its use. It should therefore be considered for<br />

inclusion within training and standing production tasks. Training in particular is critical for<br />

identifying what are largely non-traditional data sources. Operators require training in order<br />
