Respondents recommended that to create an overall motivation for paying higher rates<br />

among residents, <strong>Council</strong> should create opportunities for community to be involved in<br />

decision-making processes. <strong>Council</strong> should clearly show that it understands the<br />

community’s priorities correctly and build strategies to make the money is spent<br />

effectively to meet their priorities.<br />

To create support for having to pay higher rates, <strong>Council</strong> should communicate its<br />

management methods more effectively. Residents should be aware how the higher<br />

rates would provide <strong>Council</strong> with opportunities to build more inclusive community<br />

facilities.<br />
