Games Jury <strong>of</strong> Appeals shall be final.<br />
There are three main guidelines for what is considered a situation <strong>of</strong> protest:<br />
� Misinterpretation <strong>of</strong> sports rules<br />
� Failure <strong>of</strong> the referee or judge to apply the correct rule to a given situation<br />
� Failure to impose the correct penalty for a given violation<br />
Any protest involving the judgment <strong>of</strong> the referee or judge shall not be given<br />
consideration – judgment calls are not to be protested or appealed. Divisioning<br />
decisions cannot be protested.<br />
Protest and Appeals – Sport Specific Rules<br />
The protest procedure for each sport has a specific timeframe for submission as well<br />
as other particular information relating to protests and appeals. Please see the<br />
individual technical manuals <strong>of</strong> each sport for these specifics.<br />
10.17 Technical Delegates and Technical Officials<br />
The Technical Officials are a vital component for the successful staging <strong>of</strong> the 2011<br />
<strong>Special</strong> <strong>Olympics</strong> World Summer Games in Athens and provide their services<br />
voluntarily.<br />
Technical Delegates are the key sport advisors for a specific sport and are assigned by<br />
<strong>Special</strong> <strong>Olympics</strong> International.<br />
Technical Officials are judges and referees divided into: a) International Technical<br />
Officials coming from abroad, selected and appointed by SOI and b) National<br />
Technical Officials coming from Greece, selected by the GOC in collaboration with the<br />
Technical Delegates.<br />
The objective <strong>of</strong> the Games is to have as high a level <strong>of</strong> certified and experienced<br />
<strong>of</strong>ficials as possible, thus demonstrating the highest standard <strong>of</strong> <strong>of</strong>ficiation.<br />
10.18 Services at Competition Venues<br />
Athletes’ lounges:<br />
Refreshments will be available in each competition venue. Boxed meals will be<br />
served only at venues where the athletes need to stay at the venue after 14:00. All<br />
other athletes will have their lunch at their accommodation. There will also be<br />
