C. Distributi<strong>on</strong> by distributors → agricultural inputs shop → retail shop → farmers: Pesticides<br />

are transferred to <str<strong>on</strong>g>the</str<strong>on</strong>g> shop and later distributed to local shops in <str<strong>on</strong>g>the</str<strong>on</strong>g> local villages and market places<br />

by local traders and finally distributed to farmers.<br />

According to <str<strong>on</strong>g>the</str<strong>on</strong>g> data collected at <str<strong>on</strong>g>the</str<strong>on</strong>g> biggest agricultural inputs shop in Vientiane Capital, all<br />

kinds <str<strong>on</strong>g>of</str<strong>on</strong>g> liquid pesticides are about 40 litres while <str<strong>on</strong>g>the</str<strong>on</strong>g> powder pesticides amounted to 36 kg.<br />

Besides formal import <str<strong>on</strong>g>of</str<strong>on</strong>g> pesticides, <str<strong>on</strong>g>the</str<strong>on</strong>g>re are also pesticides illegally traded al<strong>on</strong>g <str<strong>on</strong>g>the</str<strong>on</strong>g> border<br />

and some <str<strong>on</strong>g>of</str<strong>on</strong>g> <str<strong>on</strong>g>the</str<strong>on</strong>g>m are prohibited such as Folidol since high rate <str<strong>on</strong>g>of</str<strong>on</strong>g> chemical residue and highly toxic<br />

c<strong>on</strong>tent.<br />

Safe pesticide placement can be seen at <str<strong>on</strong>g>the</str<strong>on</strong>g> big and medium sized shops in Vientiane Capital,<br />

Savannakhet and Champassak Provinces.<br />

Pesticides are displayed unsafely at small shops in urban areas or markets where <str<strong>on</strong>g>the</str<strong>on</strong>g><br />

pesticides are placed toge<str<strong>on</strong>g>the</str<strong>on</strong>g>r with different kinds <str<strong>on</strong>g>of</str<strong>on</strong>g> products.<br />

Pesticide applicati<strong>on</strong> for rice and fruit tree has been c<strong>on</strong>sidered low, while pesticides are<br />

mainly applied by farmers to vegetables such as leafy vegetables, yard l<strong>on</strong>g bean, cucumber and<br />

water mel<strong>on</strong>. Farmers who are aware <str<strong>on</strong>g>of</str<strong>on</strong>g> pesticide hazard especially farmers who attended <str<strong>on</strong>g>the</str<strong>on</strong>g> Farmer<br />

Field School, obtaining <str<strong>on</strong>g>the</str<strong>on</strong>g> IPM experience, have followed <str<strong>on</strong>g>the</str<strong>on</strong>g> techniques such as self-protecti<strong>on</strong> and<br />

harvested <str<strong>on</strong>g>the</str<strong>on</strong>g>ir crops 7 days after pesticide applicati<strong>on</strong>.<br />

However, <str<strong>on</strong>g>the</str<strong>on</strong>g>re are some farmers who are not aware enough <str<strong>on</strong>g>of</str<strong>on</strong>g> pesticide applicati<strong>on</strong>, too<br />

many kinds <str<strong>on</strong>g>of</str<strong>on</strong>g> pesticides are applied toge<str<strong>on</strong>g>the</str<strong>on</strong>g>r as so-called ‘cocktail’ and earlier harvesting <str<strong>on</strong>g>the</str<strong>on</strong>g>ir crops<br />

which provided negative impact to c<strong>on</strong>sumers as well as user <str<strong>on</strong>g>the</str<strong>on</strong>g>mselves.<br />

Currently Lao government is making an effort <str<strong>on</strong>g>of</str<strong>on</strong>g> improving pesticide use and management<br />

system in order to apply effective measures to management and prohibiti<strong>on</strong> <str<strong>on</strong>g>of</str<strong>on</strong>g> pesticides illegally<br />

imported and distributed without registrati<strong>on</strong>.<br />

To encourage farmers for safe pesticide applicati<strong>on</strong>, Lao government through <str<strong>on</strong>g>the</str<strong>on</strong>g> radio<br />

programme has disseminated farmers <str<strong>on</strong>g>the</str<strong>on</strong>g> hazard aware <str<strong>on</strong>g>of</str<strong>on</strong>g> pesticide and safe pesticide applicati<strong>on</strong>.<br />

IPM project plays an important role <str<strong>on</strong>g>of</str<strong>on</strong>g> disseminating farmers <str<strong>on</strong>g>the</str<strong>on</strong>g> technical informati<strong>on</strong> up<strong>on</strong><br />

IPM techniques for <str<strong>on</strong>g>the</str<strong>on</strong>g>ir crop producti<strong>on</strong> and IPM activities are mainly carried out in <str<strong>on</strong>g>the</str<strong>on</strong>g> nor<str<strong>on</strong>g>the</str<strong>on</strong>g>rn,<br />

central and sou<str<strong>on</strong>g>the</str<strong>on</strong>g>rn parts <str<strong>on</strong>g>of</str<strong>on</strong>g> <str<strong>on</strong>g>the</str<strong>on</strong>g> country.<br />

C<strong>on</strong>clusi<strong>on</strong><br />

Generally speaking, pesticide use in Lao PDR is c<strong>on</strong>sidered low and still less impact to <str<strong>on</strong>g>the</str<strong>on</strong>g><br />

envir<strong>on</strong>ment; however, when <str<strong>on</strong>g>the</str<strong>on</strong>g> agricultural development increases toge<str<strong>on</strong>g>the</str<strong>on</strong>g>r with <str<strong>on</strong>g>the</str<strong>on</strong>g> increasing<br />

requirement for agricultural development, it is certain that need <str<strong>on</strong>g>of</str<strong>on</strong>g> agricultural inputs such as<br />

new seeds varieties, fertilizer and pesticide will increase. Currently, activities <str<strong>on</strong>g>of</str<strong>on</strong>g> plant protecti<strong>on</strong> in<br />

Lao PDR are carried out in limit aspects:<br />

● There are differences in people’s socio-ec<strong>on</strong>omic status for producti<strong>on</strong> and ecosystem.<br />

● There is a lack <str<strong>on</strong>g>of</str<strong>on</strong>g> technical staffs for pests, plant diseases and weeds identificati<strong>on</strong>.<br />

● Lack <str<strong>on</strong>g>of</str<strong>on</strong>g> informati<strong>on</strong> <strong>on</strong> pest circle and outbreak relatively caused by climate change.<br />

● Pesticide management system is still limited in term <str<strong>on</strong>g>of</str<strong>on</strong>g> public awareness.<br />

● Lack <str<strong>on</strong>g>of</str<strong>on</strong>g> financial support and equipments required for plant protecti<strong>on</strong> system.<br />

To streng<str<strong>on</strong>g>the</str<strong>on</strong>g>n ecosystem, plant protecti<strong>on</strong> in Lao PDR needed str<strong>on</strong>g improvement and<br />

upgrade in certain status.<br />
