HMG/Nepal is executing a project entitled Enabling activities to facilitate early acti<strong>on</strong> <strong>on</strong> <str<strong>on</strong>g>the</str<strong>on</strong>g><br />

implementati<strong>on</strong> <str<strong>on</strong>g>of</str<strong>on</strong>g> <str<strong>on</strong>g>the</str<strong>on</strong>g> Stockholm C<strong>on</strong>venti<strong>on</strong> <strong>on</strong> Persistent Organic Pollutants (Pops). The objective<br />

<str<strong>on</strong>g>of</str<strong>on</strong>g> <str<strong>on</strong>g>the</str<strong>on</strong>g> project is to assist HMG/N to meet its obligati<strong>on</strong>s <str<strong>on</strong>g>of</str<strong>on</strong>g> <str<strong>on</strong>g>the</str<strong>on</strong>g> Stockholm C<strong>on</strong>venti<strong>on</strong> and endorse<br />

its Nati<strong>on</strong>al Implementati<strong>on</strong> Plan (NIP) <strong>on</strong> Pops. And also to streng<str<strong>on</strong>g>the</str<strong>on</strong>g>n nati<strong>on</strong>al capacity and<br />

enhance knowledge and understanding am<strong>on</strong>gst decisi<strong>on</strong> makers, managers, NGOs and <str<strong>on</strong>g>the</str<strong>on</strong>g> public at<br />

large <strong>on</strong> Pops to develop and formulate a NIP.<br />

Present priorities<br />

● Alternate chemicals/alternative technologies<br />

Awareness <str<strong>on</strong>g>of</str<strong>on</strong>g> <str<strong>on</strong>g>the</str<strong>on</strong>g> alternate chemicals and <str<strong>on</strong>g>the</str<strong>on</strong>g> need to replace <str<strong>on</strong>g>the</str<strong>on</strong>g> envir<strong>on</strong>mentally<br />

unfriendly chemicals is being realized. The financial c<strong>on</strong>straints, lack <str<strong>on</strong>g>of</str<strong>on</strong>g> R and D<br />

infrastructures d<strong>on</strong>’t permit development and use <str<strong>on</strong>g>of</str<strong>on</strong>g> alternate chemicals. Priority should<br />

be given by <str<strong>on</strong>g>the</str<strong>on</strong>g> internati<strong>on</strong>al agencies to develop alternate chemicals/alternative<br />

technologies through research and o<str<strong>on</strong>g>the</str<strong>on</strong>g>r means <str<strong>on</strong>g>of</str<strong>on</strong>g> support where necessary.<br />

● M<strong>on</strong>itoring capacity<br />

It is necessary to address both technical and administrative aspects for m<strong>on</strong>itoring<br />

capacity. Two aspects are inter-related and <str<strong>on</strong>g>the</str<strong>on</strong>g>y should be taken individually so that <str<strong>on</strong>g>the</str<strong>on</strong>g><br />

strengths and weaknesses in <str<strong>on</strong>g>the</str<strong>on</strong>g> regi<strong>on</strong> and local levels could be easily understood.<br />

● Envir<strong>on</strong>ment-Internati<strong>on</strong>al Agreements<br />

Nepal needs to ratify/sign <str<strong>on</strong>g>the</str<strong>on</strong>g> Envir<strong>on</strong>ment-Internati<strong>on</strong>al Agreements and c<strong>on</strong>venti<strong>on</strong>s.<br />

● Identificati<strong>on</strong> <str<strong>on</strong>g>of</str<strong>on</strong>g> needs at local level<br />

Establishment <str<strong>on</strong>g>of</str<strong>on</strong>g> a nati<strong>on</strong>al focal point to co-ordinate all <str<strong>on</strong>g>the</str<strong>on</strong>g> relevant agencies or an<br />

authority resp<strong>on</strong>sible for <str<strong>on</strong>g>the</str<strong>on</strong>g> pesticides related issues. There should be a multi-disciplinary<br />

approach.<br />

● Stockpile <str<strong>on</strong>g>of</str<strong>on</strong>g> obsolete pesticides<br />

Special attenti<strong>on</strong> is drawn to <str<strong>on</strong>g>the</str<strong>on</strong>g> stockpile <str<strong>on</strong>g>of</str<strong>on</strong>g> obsolete chemicals in Nepal and necessary<br />

acti<strong>on</strong>s have to be adopted in preventing potential threats to <str<strong>on</strong>g>the</str<strong>on</strong>g> envir<strong>on</strong>ment and safe<br />

disposal.<br />

● Filling <str<strong>on</strong>g>of</str<strong>on</strong>g> Pesticide Exposure Records (PERs)<br />

Data gaps:<br />

Filling <str<strong>on</strong>g>of</str<strong>on</strong>g> PERs needs improvement. More training and interacti<strong>on</strong> is needed with<br />

medical and paramedical staffs resp<strong>on</strong>sible for reporting pois<strong>on</strong>ing.<br />

● Limited data <strong>on</strong> envir<strong>on</strong>mental levels are available.<br />

● No apparently m<strong>on</strong>itoring system due to n<strong>on</strong>-availability <str<strong>on</strong>g>of</str<strong>on</strong>g> infrastructures and relevant<br />

technical manpower.<br />

● No organized nati<strong>on</strong>al surveys repeatedly c<strong>on</strong>ducted.<br />

● A valid comparis<strong>on</strong> <str<strong>on</strong>g>of</str<strong>on</strong>g> data cannot be made.<br />
