Labelling<br />

The Agricultural Pesticides Rules provides an exhaustive guideline for labeling following <str<strong>on</strong>g>the</str<strong>on</strong>g><br />

FAO Guideline covering necessary aspects <str<strong>on</strong>g>of</str<strong>on</strong>g> safety. Appropriate warning symbol in accordance<br />

with <str<strong>on</strong>g>the</str<strong>on</strong>g> WHO’s recommendati<strong>on</strong> is displayed <strong>on</strong> label. Withholding period <str<strong>on</strong>g>of</str<strong>on</strong>g> pesticides is also<br />

required to be menti<strong>on</strong>ed.<br />

Applicati<strong>on</strong> methods<br />

Foliar applicati<strong>on</strong> through knap-sack/power sprayers is most popular followed by <str<strong>on</strong>g>the</str<strong>on</strong>g><br />

tractor-mounted sprayers. Some pesticides are sprayed by ULV sprayers as well. Granular pesticides<br />

are broadcast manually. Use <str<strong>on</strong>g>of</str<strong>on</strong>g> protective clothing/gears is little due to hot and humid c<strong>on</strong>diti<strong>on</strong>s<br />

prevailing in <str<strong>on</strong>g>the</str<strong>on</strong>g> fields. Special protective clothing/gears are required to be developed suiting to <str<strong>on</strong>g>the</str<strong>on</strong>g><br />

climatic c<strong>on</strong>diti<strong>on</strong>s.<br />

Phasing out severely toxic pesticides<br />

Pakistan is <str<strong>on</strong>g>the</str<strong>on</strong>g> <strong>on</strong>e <str<strong>on</strong>g>of</str<strong>on</strong>g> <str<strong>on</strong>g>the</str<strong>on</strong>g> few countries in <str<strong>on</strong>g>the</str<strong>on</strong>g> regi<strong>on</strong> to have banned use <str<strong>on</strong>g>of</str<strong>on</strong>g> all severely<br />

toxic and hazardous pesticides included in <str<strong>on</strong>g>the</str<strong>on</strong>g> PIC and POP list in <str<strong>on</strong>g>the</str<strong>on</strong>g> early 1990s. In additi<strong>on</strong> to<br />

PIC/POP pesticides, several o<str<strong>on</strong>g>the</str<strong>on</strong>g>r pesticides have also been banned. Recently <str<strong>on</strong>g>the</str<strong>on</strong>g> government is<br />

c<strong>on</strong>sidering to ban all formulati<strong>on</strong>s <str<strong>on</strong>g>of</str<strong>on</strong>g> m<strong>on</strong>ocrotophos and methamidophos. Practically no pesticide<br />

falling in <str<strong>on</strong>g>the</str<strong>on</strong>g> WHO Category I is used. Due to availability <str<strong>on</strong>g>of</str<strong>on</strong>g> comparatively safe new chemistry<br />

molecules and IGRs at competitive prices, <str<strong>on</strong>g>the</str<strong>on</strong>g> use <str<strong>on</strong>g>of</str<strong>on</strong>g> pesticides falling into WHO Category II is also<br />

declining. List <str<strong>on</strong>g>of</str<strong>on</strong>g> banned pesticides is enclosed.<br />

Pesticides disposal<br />

The Agricultural Pesticides Rules provides that <str<strong>on</strong>g>the</str<strong>on</strong>g> destructi<strong>on</strong> and removal <str<strong>on</strong>g>of</str<strong>on</strong>g> <str<strong>on</strong>g>the</str<strong>on</strong>g> empty<br />

packages and pesticides remains shall be affected in such a manner that sources <str<strong>on</strong>g>of</str<strong>on</strong>g> water supply are<br />

not c<strong>on</strong>taminated. The unclean packages shall be destroyed in a way as to preclude <str<strong>on</strong>g>the</str<strong>on</strong>g> possibility <str<strong>on</strong>g>of</str<strong>on</strong>g><br />

<str<strong>on</strong>g>the</str<strong>on</strong>g>ir being reused for any purpose o<str<strong>on</strong>g>the</str<strong>on</strong>g>r than as base material. Fur<str<strong>on</strong>g>the</str<strong>on</strong>g>r procedures for disposal <str<strong>on</strong>g>of</str<strong>on</strong>g><br />

surplus pesticides and pesticides c<strong>on</strong>tainers have been notified in 1984 encompassing small use,<br />

commercial and municipal use, in situ-disposal; organized disposal and landfill disposal sites.<br />

Nati<strong>on</strong>al legislati<strong>on</strong> and enforcement<br />

Nati<strong>on</strong>al legislati<strong>on</strong> exists in <str<strong>on</strong>g>the</str<strong>on</strong>g> form <str<strong>on</strong>g>of</str<strong>on</strong>g> Agricultural Pesticides Ordinance 1971 which is<br />

supported by <str<strong>on</strong>g>the</str<strong>on</strong>g> Agricultural Pesticides Rules 1973. The Rules are amended from time to with <str<strong>on</strong>g>the</str<strong>on</strong>g><br />

approval <str<strong>on</strong>g>of</str<strong>on</strong>g> Agricultural Pesticides Technical Advisory Committee (APTAC). APTAC is at liberty to<br />

nominate sub committees and can entrust <str<strong>on</strong>g>the</str<strong>on</strong>g>m specific duties.<br />

Liberalizati<strong>on</strong> <str<strong>on</strong>g>of</str<strong>on</strong>g> pesticide trade had been welcomed because it had given benefit to <str<strong>on</strong>g>the</str<strong>on</strong>g><br />

farmers. Unfortunately, this has not been entirely problem free. Some unscrupulous elements found<br />

opportunity to indulge in unethical activities such as:<br />

● Formulating pesticides using active ingredient in substandard quantity.<br />

● Adulterati<strong>on</strong> at supply chain, packing, distributi<strong>on</strong> and marketing level.<br />

These malpractices are affecting <str<strong>on</strong>g>the</str<strong>on</strong>g> plant protecti<strong>on</strong> quality and causing damage to <str<strong>on</strong>g>the</str<strong>on</strong>g><br />

envir<strong>on</strong>ment.<br />
