microorganism pesticides developed in <str<strong>on</strong>g>the</str<strong>on</strong>g> country are being applied actively. Therefore,<br />

many toxic pesticides including organic mercury or organic chloride pesticides have been out<br />

<str<strong>on</strong>g>of</str<strong>on</strong>g> use in most cases or <strong>on</strong> a complete basis.<br />

The government is paying big attenti<strong>on</strong> to establishing new pesticide industry in <str<strong>on</strong>g>the</str<strong>on</strong>g> country,<br />

as well encouraging <str<strong>on</strong>g>the</str<strong>on</strong>g> development <str<strong>on</strong>g>of</str<strong>on</strong>g> different natural substances and microorganism<br />

pesticides.<br />

New pesticide industries are covering both <str<strong>on</strong>g>the</str<strong>on</strong>g> manufacture <str<strong>on</strong>g>of</str<strong>on</strong>g> active ingredients <str<strong>on</strong>g>of</str<strong>on</strong>g> pesticides<br />

and <str<strong>on</strong>g>the</str<strong>on</strong>g> processing industry <str<strong>on</strong>g>of</str<strong>on</strong>g> pesticide products.<br />

D-2. The producti<strong>on</strong>, import, distributi<strong>on</strong> and use <str<strong>on</strong>g>of</str<strong>on</strong>g> pesticides in <str<strong>on</strong>g>the</str<strong>on</strong>g> DPRK are performed under<br />

<str<strong>on</strong>g>the</str<strong>on</strong>g> c<strong>on</strong>trol <str<strong>on</strong>g>of</str<strong>on</strong>g> <str<strong>on</strong>g>the</str<strong>on</strong>g> state, and <str<strong>on</strong>g>the</str<strong>on</strong>g> data for <str<strong>on</strong>g>the</str<strong>on</strong>g>m are reported to <str<strong>on</strong>g>the</str<strong>on</strong>g> relevant governmental<br />

agencies <strong>on</strong> a regular basis.<br />

D-3. As in o<str<strong>on</strong>g>the</str<strong>on</strong>g>r products, <str<strong>on</strong>g>the</str<strong>on</strong>g> government makes measures for c<strong>on</strong>trol and supervisi<strong>on</strong> necessary<br />

to prevent <str<strong>on</strong>g>the</str<strong>on</strong>g> smuggling and illegal sale <str<strong>on</strong>g>of</str<strong>on</strong>g> pesticide products. There are no big problems for<br />

illegal trade <str<strong>on</strong>g>of</str<strong>on</strong>g> pesticides, at present.<br />

The DPRK government will make its endeavor to ensure <str<strong>on</strong>g>the</str<strong>on</strong>g> safety and effectiveness <str<strong>on</strong>g>of</str<strong>on</strong>g><br />

pesticide use more thoroughly, by intensifying greater nati<strong>on</strong>al c<strong>on</strong>trols over <str<strong>on</strong>g>the</str<strong>on</strong>g> producti<strong>on</strong>,<br />

import, distributi<strong>on</strong> and use <str<strong>on</strong>g>of</str<strong>on</strong>g> all pesticides.<br />

E. Selected standards<br />

E-1. The DPRK government encourages <str<strong>on</strong>g>the</str<strong>on</strong>g> participati<strong>on</strong> <str<strong>on</strong>g>of</str<strong>on</strong>g> all relevant units and, especially,<br />

makes <str<strong>on</strong>g>the</str<strong>on</strong>g> pesticide industries fulfill <str<strong>on</strong>g>the</str<strong>on</strong>g>ir duties in ensuring all qualitive standards <str<strong>on</strong>g>of</str<strong>on</strong>g><br />

products, namely, exact c<strong>on</strong>tents <str<strong>on</strong>g>of</str<strong>on</strong>g> active ingredients, evaluati<strong>on</strong> <str<strong>on</strong>g>of</str<strong>on</strong>g> toxicity, packaging,<br />

labeling and effective applicati<strong>on</strong> methods, to decrease <str<strong>on</strong>g>the</str<strong>on</strong>g> potential hazard <str<strong>on</strong>g>of</str<strong>on</strong>g> pesticides.<br />

In relati<strong>on</strong> to recent increase <str<strong>on</strong>g>of</str<strong>on</strong>g> pesticides applied, <str<strong>on</strong>g>the</str<strong>on</strong>g> government and pesticide industries<br />

are ensuring <str<strong>on</strong>g>the</str<strong>on</strong>g> effectiveness and safety <str<strong>on</strong>g>of</str<strong>on</strong>g> pesticide products, by examining <str<strong>on</strong>g>the</str<strong>on</strong>g> products<br />

through <str<strong>on</strong>g>the</str<strong>on</strong>g> agencies associated with <str<strong>on</strong>g>the</str<strong>on</strong>g> pesticide management including <str<strong>on</strong>g>the</str<strong>on</strong>g> Nati<strong>on</strong>al<br />

Pesticide Registrati<strong>on</strong> and Inspecti<strong>on</strong> Agency, preparing and disseminating <str<strong>on</strong>g>the</str<strong>on</strong>g> applicati<strong>on</strong><br />

protocols for safe use.<br />

E-2. To keep <str<strong>on</strong>g>the</str<strong>on</strong>g> pace with <str<strong>on</strong>g>the</str<strong>on</strong>g> internati<strong>on</strong>al effort to phase out toxic pesticides, <str<strong>on</strong>g>the</str<strong>on</strong>g> government is<br />

doing <str<strong>on</strong>g>the</str<strong>on</strong>g> activities to phase out some pesticides that have been produced or used. The<br />

pesticide products affecting negatively to human health and envir<strong>on</strong>ment are being phased<br />

out, including <str<strong>on</strong>g>the</str<strong>on</strong>g> oz<strong>on</strong>e deplete substances (ODSs) like MB and CTC which are used as<br />

agro-fumigants, and organic chloride pesticides which are used for c<strong>on</strong>trolling various pests.<br />

The phasing out <str<strong>on</strong>g>of</str<strong>on</strong>g> ODSs is at a final stage, and <str<strong>on</strong>g>the</str<strong>on</strong>g> plan to phase out POPs is in<br />

implementati<strong>on</strong> stage. In case <str<strong>on</strong>g>of</str<strong>on</strong>g> receiving prohibiti<strong>on</strong> requirement for any pesticides or<br />

being presented with data <strong>on</strong> <str<strong>on</strong>g>the</str<strong>on</strong>g> toxicities or n<strong>on</strong>-effectiveness from domestic research<br />

institute or users or from any internati<strong>on</strong>al organizati<strong>on</strong>s, <str<strong>on</strong>g>the</str<strong>on</strong>g> government organizes <str<strong>on</strong>g>the</str<strong>on</strong>g><br />

Nati<strong>on</strong>al Pesticide Reviewing Committee to review and decide it.<br />

E-3. There is no nati<strong>on</strong>al project focusing to <str<strong>on</strong>g>the</str<strong>on</strong>g> hazard reducti<strong>on</strong> <str<strong>on</strong>g>of</str<strong>on</strong>g> pesticides at present. But <str<strong>on</strong>g>the</str<strong>on</strong>g><br />

training related to it is being carried out c<strong>on</strong>tinuously under resp<strong>on</strong>sibility <str<strong>on</strong>g>of</str<strong>on</strong>g> <str<strong>on</strong>g>the</str<strong>on</strong>g> Ministry <str<strong>on</strong>g>of</str<strong>on</strong>g><br />

Agriculture. Especially, regi<strong>on</strong>s in <str<strong>on</strong>g>the</str<strong>on</strong>g> whole country organize <str<strong>on</strong>g>the</str<strong>on</strong>g> practical trainings <strong>on</strong><br />

safety use <str<strong>on</strong>g>of</str<strong>on</strong>g> pesticides for agro-technicians <strong>on</strong>ce a year. When supplying <str<strong>on</strong>g>the</str<strong>on</strong>g> pesticide<br />
