The misc<strong>on</strong>cepti<strong>on</strong> that chemical pesticides are <str<strong>on</strong>g>the</str<strong>on</strong>g> lasting soluti<strong>on</strong> in eliminating pests and<br />

vectors <str<strong>on</strong>g>of</str<strong>on</strong>g> diseases has led to routine and injudicious use <str<strong>on</strong>g>of</str<strong>on</strong>g> pesticides. With pesticides becoming<br />

less effective, users tend to increase <str<strong>on</strong>g>the</str<strong>on</strong>g> dose and <str<strong>on</strong>g>the</str<strong>on</strong>g> number <str<strong>on</strong>g>of</str<strong>on</strong>g> pesticide applicati<strong>on</strong>s or by making<br />

or changing to un-recommended products. The pest problem has fur<str<strong>on</strong>g>the</str<strong>on</strong>g>r aggravated by <str<strong>on</strong>g>the</str<strong>on</strong>g> build-up<br />

<str<strong>on</strong>g>of</str<strong>on</strong>g> resistant populati<strong>on</strong>s and <str<strong>on</strong>g>the</str<strong>on</strong>g> loss <str<strong>on</strong>g>of</str<strong>on</strong>g> natural enemies <str<strong>on</strong>g>of</str<strong>on</strong>g> <str<strong>on</strong>g>the</str<strong>on</strong>g> target pests formerly associated with<br />

agricultural cropland. A classic example is <str<strong>on</strong>g>the</str<strong>on</strong>g> change in status <str<strong>on</strong>g>of</str<strong>on</strong>g> <str<strong>on</strong>g>the</str<strong>on</strong>g> leaf folder <str<strong>on</strong>g>of</str<strong>on</strong>g> rice which was<br />

<str<strong>on</strong>g>the</str<strong>on</strong>g> minor pest in <str<strong>on</strong>g>the</str<strong>on</strong>g> past (Nugaliyadde et al. 2001) due to unscrupulous spraying <str<strong>on</strong>g>of</str<strong>on</strong>g> broad spectrum<br />

insecticides in rice fields.<br />

Misuse <str<strong>on</strong>g>of</str<strong>on</strong>g> pesticides<br />

Apart from residue, health and envir<strong>on</strong>mental effects, indiscriminate use <str<strong>on</strong>g>of</str<strong>on</strong>g> pesticides causes<br />

several o<str<strong>on</strong>g>the</str<strong>on</strong>g>r very serious undesirable effects such as build up <str<strong>on</strong>g>of</str<strong>on</strong>g> pest resistance and resurgence etc.,<br />

ec<strong>on</strong>omic losses to <str<strong>on</strong>g>the</str<strong>on</strong>g> farmer, effects <strong>on</strong> <str<strong>on</strong>g>the</str<strong>on</strong>g> yields and sustainability in agriculture. Surveys have<br />

revealed that vegetable cultivators are generally not aware <str<strong>on</strong>g>of</str<strong>on</strong>g> good agricultural practices and<br />

normally apply more than <str<strong>on</strong>g>the</str<strong>on</strong>g> recommended dose <str<strong>on</strong>g>of</str<strong>on</strong>g> pesticides (Jayathilake and Bandara, 1988).<br />

Excessive use <str<strong>on</strong>g>of</str<strong>on</strong>g> pesticides has been reported to have l<strong>on</strong>g term adverse effects <strong>on</strong> <str<strong>on</strong>g>the</str<strong>on</strong>g> immediate<br />

envir<strong>on</strong>ment. A survey <strong>on</strong> impact <str<strong>on</strong>g>of</str<strong>on</strong>g> agriculture <strong>on</strong> ground water quality carried out at Kalpitiya<br />

peninsula where <strong>on</strong>i<strong>on</strong> is cultivated extensively has revealed significant levels <str<strong>on</strong>g>of</str<strong>on</strong>g> carb<str<strong>on</strong>g>of</str<strong>on</strong>g>uran and very<br />

high levels <str<strong>on</strong>g>of</str<strong>on</strong>g> nitrate fertilizers in groundwater (BGS, 1992).<br />

An extensive envir<strong>on</strong>mental study c<strong>on</strong>ducted at Nuwara-Eliya by <str<strong>on</strong>g>the</str<strong>on</strong>g> Urban Development<br />

Authority has highlighted <str<strong>on</strong>g>the</str<strong>on</strong>g> following areas <str<strong>on</strong>g>of</str<strong>on</strong>g> misuse <str<strong>on</strong>g>of</str<strong>on</strong>g> pesticides. Due to high cost <str<strong>on</strong>g>of</str<strong>on</strong>g> analysis <str<strong>on</strong>g>of</str<strong>on</strong>g><br />

envir<strong>on</strong>ment compartments for pesticides, it was c<strong>on</strong>ducted mainly as a survey-typed study, and <str<strong>on</strong>g>the</str<strong>on</strong>g><br />

c<strong>on</strong>clusi<strong>on</strong> was that <str<strong>on</strong>g>the</str<strong>on</strong>g> envir<strong>on</strong>mental polluti<strong>on</strong> due to pesticides should be extremely high.<br />

Accordingly, a number <str<strong>on</strong>g>of</str<strong>on</strong>g> measures has been recommended to reduce pesticide use, c<strong>on</strong>siderably.<br />

According to this study, about 80 percent <str<strong>on</strong>g>of</str<strong>on</strong>g> farmers use pesticides not recommended for <str<strong>on</strong>g>the</str<strong>on</strong>g><br />

particular crop indicating <str<strong>on</strong>g>the</str<strong>on</strong>g> extent <str<strong>on</strong>g>of</str<strong>on</strong>g> misuse.<br />

Current acti<strong>on</strong> and policies are in effect to prevent <str<strong>on</strong>g>the</str<strong>on</strong>g> escalati<strong>on</strong> <str<strong>on</strong>g>of</str<strong>on</strong>g> many undesirable effects<br />

that have resulted from <str<strong>on</strong>g>the</str<strong>on</strong>g> dependency <strong>on</strong> pesticides. These have been primarily technical,<br />

educative, and legislative. As is menti<strong>on</strong>ed elsewhere, <str<strong>on</strong>g>the</str<strong>on</strong>g> Department <str<strong>on</strong>g>of</str<strong>on</strong>g> Agriculture’s policy over<br />

<str<strong>on</strong>g>the</str<strong>on</strong>g> last several decades has been to phase out reliance <strong>on</strong> pesticides for food producti<strong>on</strong> by adopti<strong>on</strong><br />

<str<strong>on</strong>g>of</str<strong>on</strong>g> IPM technologies such as breeding for resistance, etc.<br />

B. Testing, quality c<strong>on</strong>trol and effects in <str<strong>on</strong>g>the</str<strong>on</strong>g> field<br />

Residues in agricultural commodities<br />

While unacceptable levels <str<strong>on</strong>g>of</str<strong>on</strong>g> residue in agricultural commodities directly affect <str<strong>on</strong>g>the</str<strong>on</strong>g> health <str<strong>on</strong>g>of</str<strong>on</strong>g><br />

<str<strong>on</strong>g>the</str<strong>on</strong>g> c<strong>on</strong>sumers, it indirectly threatens <str<strong>on</strong>g>the</str<strong>on</strong>g> ec<strong>on</strong>omy <str<strong>on</strong>g>of</str<strong>on</strong>g> <str<strong>on</strong>g>the</str<strong>on</strong>g> farmer at <str<strong>on</strong>g>the</str<strong>on</strong>g> domestic level and <str<strong>on</strong>g>the</str<strong>on</strong>g> nati<strong>on</strong><br />

at internati<strong>on</strong>al level. Studies have shown that farmers in vegetable growing areas are generally not<br />

well aware <str<strong>on</strong>g>of</str<strong>on</strong>g> good agricultural practices and normally apply more than <str<strong>on</strong>g>the</str<strong>on</strong>g> recommended dose <str<strong>on</strong>g>of</str<strong>on</strong>g><br />

pesticides. Excessive use <str<strong>on</strong>g>of</str<strong>on</strong>g> pesticides may produce l<strong>on</strong>g term adverse effects <strong>on</strong> <str<strong>on</strong>g>the</str<strong>on</strong>g> immediate<br />

envir<strong>on</strong>ment. In additi<strong>on</strong>, precauti<strong>on</strong>s like pre harvest intervals are <str<strong>on</strong>g>of</str<strong>on</strong>g>ten not followed thus causing<br />

potential residue problems. Apart from vegetables, indiscriminate use <str<strong>on</strong>g>of</str<strong>on</strong>g> pesticides in tea can cause<br />

residue problems and <str<strong>on</strong>g>the</str<strong>on</strong>g> c<strong>on</strong>sequent repercussi<strong>on</strong>s in internati<strong>on</strong>al trade. Though Sri Lanka has<br />

been acclaimed as having <str<strong>on</strong>g>the</str<strong>on</strong>g> cleanest and best tea in <str<strong>on</strong>g>the</str<strong>on</strong>g> world with respect to pesticides, <str<strong>on</strong>g>the</str<strong>on</strong>g>re were<br />

instances where pesticide residues have been detected in <str<strong>on</strong>g>the</str<strong>on</strong>g> exported c<strong>on</strong>signments.<br />
