Policy development<br />

Policy development in <str<strong>on</strong>g>the</str<strong>on</strong>g> country also indirectly c<strong>on</strong>tribute to <str<strong>on</strong>g>the</str<strong>on</strong>g> reducti<strong>on</strong> in <str<strong>on</strong>g>the</str<strong>on</strong>g> use <str<strong>on</strong>g>of</str<strong>on</strong>g><br />

pesticides such as <str<strong>on</strong>g>the</str<strong>on</strong>g> disc<strong>on</strong>tinuity <str<strong>on</strong>g>of</str<strong>on</strong>g> pesticide subsidies in paddy areas, development <str<strong>on</strong>g>of</str<strong>on</strong>g> IPM/ICM<br />

programmes for new crops, introducti<strong>on</strong> <str<strong>on</strong>g>of</str<strong>on</strong>g> organic farming for producti<strong>on</strong> food crops, certificati<strong>on</strong><br />

<str<strong>on</strong>g>of</str<strong>on</strong>g> farms with GAP, zero burning policy during replanting <str<strong>on</strong>g>of</str<strong>on</strong>g> major crops, and <str<strong>on</strong>g>the</str<strong>on</strong>g> pesticide risk<br />

reducti<strong>on</strong> program by <str<strong>on</strong>g>the</str<strong>on</strong>g> Pesticides Board.<br />

The major drawback <str<strong>on</strong>g>of</str<strong>on</strong>g> IPM is that general recommendati<strong>on</strong>s are not feasible for varied<br />

envir<strong>on</strong>mental c<strong>on</strong>diti<strong>on</strong>s even within a single crop. The use <str<strong>on</strong>g>of</str<strong>on</strong>g> IPM al<strong>on</strong>e may not be sufficient, but<br />

a more holistic approach which takes into c<strong>on</strong>siderati<strong>on</strong> <str<strong>on</strong>g>of</str<strong>on</strong>g> good crop management and cultural<br />

practices such as crop rotati<strong>on</strong>, use <str<strong>on</strong>g>of</str<strong>on</strong>g> resistant varieties, accurate matching <str<strong>on</strong>g>of</str<strong>on</strong>g> fertilizers inputs to<br />

crop requirements and where possible, use <str<strong>on</strong>g>of</str<strong>on</strong>g> biological c<strong>on</strong>trol, may be <str<strong>on</strong>g>the</str<strong>on</strong>g> l<strong>on</strong>g term soluti<strong>on</strong> to <str<strong>on</strong>g>the</str<strong>on</strong>g><br />

problems faced by <str<strong>on</strong>g>the</str<strong>on</strong>g> agricultural sector. Some <str<strong>on</strong>g>of</str<strong>on</strong>g> <str<strong>on</strong>g>the</str<strong>on</strong>g> plans <str<strong>on</strong>g>of</str<strong>on</strong>g> acti<strong>on</strong> to improve <str<strong>on</strong>g>the</str<strong>on</strong>g> situati<strong>on</strong> are:<br />

● Development <str<strong>on</strong>g>of</str<strong>on</strong>g> more crop-based IPM packages should be encouraged and should cover<br />

all n<strong>on</strong>-chemical methods <str<strong>on</strong>g>of</str<strong>on</strong>g> pest c<strong>on</strong>trol;<br />

● A nati<strong>on</strong>al centre for coordinating all IPM activities, developments and setting <str<strong>on</strong>g>of</str<strong>on</strong>g><br />

nati<strong>on</strong>al targets should be set up.<br />

B. Testing, quality c<strong>on</strong>trol and effects in <str<strong>on</strong>g>the</str<strong>on</strong>g> field<br />

C<strong>on</strong>cerns <strong>on</strong> quality <str<strong>on</strong>g>of</str<strong>on</strong>g> pesticides <str<strong>on</strong>g>of</str<strong>on</strong>g>fered for sale, and improvement efforts<br />

The quality <str<strong>on</strong>g>of</str<strong>on</strong>g> pesticides <str<strong>on</strong>g>of</str<strong>on</strong>g>fered for sale are strictly c<strong>on</strong>trolled from <str<strong>on</strong>g>the</str<strong>on</strong>g> <strong>on</strong>set <str<strong>on</strong>g>of</str<strong>on</strong>g> registrati<strong>on</strong><br />

<str<strong>on</strong>g>of</str<strong>on</strong>g> a pesticide to ensure that <strong>on</strong>ly those that meet <str<strong>on</strong>g>the</str<strong>on</strong>g> safe and effective specificati<strong>on</strong>s are allowed for<br />

use in <str<strong>on</strong>g>the</str<strong>on</strong>g> country. There is, however, still cause for c<strong>on</strong>cern due to <str<strong>on</strong>g>the</str<strong>on</strong>g> availability <str<strong>on</strong>g>of</str<strong>on</strong>g> adulterated and<br />

imitati<strong>on</strong> pesticide products in <str<strong>on</strong>g>the</str<strong>on</strong>g> market. These pesticides are usually inferior in quality and pose<br />

greater hazard to human health and envir<strong>on</strong>ment. Some <str<strong>on</strong>g>of</str<strong>on</strong>g> <str<strong>on</strong>g>the</str<strong>on</strong>g> following plans <str<strong>on</strong>g>of</str<strong>on</strong>g> acti<strong>on</strong>s to improve<br />

this situati<strong>on</strong> are:<br />

● To enhance and intensifying investigati<strong>on</strong>;<br />

● Awareness and educati<strong>on</strong> <str<strong>on</strong>g>of</str<strong>on</strong>g> <str<strong>on</strong>g>the</str<strong>on</strong>g> farmers/users;<br />

● Industry to take appropriate steps by upgrading security features and m<strong>on</strong>itoring <str<strong>on</strong>g>the</str<strong>on</strong>g>ir<br />

sales activities more closely;<br />

● Collaborative efforts with <str<strong>on</strong>g>the</str<strong>on</strong>g> Custom at <str<strong>on</strong>g>the</str<strong>on</strong>g> point <str<strong>on</strong>g>of</str<strong>on</strong>g> entry to prevent smuggling.<br />

Pesticides specificati<strong>on</strong>s compliance<br />

Pesticides submitted for registrati<strong>on</strong> must c<strong>on</strong>form to FAO/WHO specificati<strong>on</strong>s. O<str<strong>on</strong>g>the</str<strong>on</strong>g>r<br />

specificati<strong>on</strong> like Malaysian Standards or even <str<strong>on</strong>g>the</str<strong>on</strong>g> registrant own specificati<strong>on</strong> can be accepted in <str<strong>on</strong>g>the</str<strong>on</strong>g><br />

absence <str<strong>on</strong>g>of</str<strong>on</strong>g> FAO/WHO specificati<strong>on</strong>s. The c<strong>on</strong>formati<strong>on</strong> also applies to <str<strong>on</strong>g>the</str<strong>on</strong>g> c<strong>on</strong>tents and levels <str<strong>on</strong>g>of</str<strong>on</strong>g><br />

impurities <str<strong>on</strong>g>of</str<strong>on</strong>g> <str<strong>on</strong>g>the</str<strong>on</strong>g> pesticide.<br />

Efforts made to c<strong>on</strong>trol and enforce pesticide quality standards<br />

Several efforts have been made to ensure pesticide quality standards are properly c<strong>on</strong>trolled<br />

with <str<strong>on</strong>g>the</str<strong>on</strong>g> following acti<strong>on</strong>s being put into place:<br />
