Conclusion and comments
Some successes were achieved during <strong>the</strong> implementation <strong>of</strong> <strong>the</strong> Code <strong>of</strong> Conduct in <strong>the</strong>
DPRK, and much experience has been accumulated in <strong>the</strong> field <strong>of</strong> pesticide management. Now, in
order to increase <strong>the</strong> agricultural production and protect human health and eco-environment, <strong>the</strong>
importance <strong>of</strong> pesticide management is emphasized. Now it is priority to streng<strong>the</strong>n <strong>the</strong> legal
requirement and national control in this field.
● The present national pesticide registration system has an advantage <strong>of</strong> ensuring direct
control over pesticide management work by <strong>the</strong> state through <strong>the</strong> pesticide registration
and inspection agency and mobilizing voluntary and creative zeal <strong>of</strong> all agencies,
organizations and people involved in <strong>the</strong> pesticide management.
● In <strong>the</strong> future, <strong>the</strong> national pesticide registration system will be intensified in <strong>the</strong> direction
<strong>of</strong> ensuring safe and effective use <strong>of</strong> pesticides by increasing <strong>the</strong> scientific, technical and
legal request in pesticide management including <strong>the</strong> requirement for registration number
<strong>of</strong> pesticide products, <strong>the</strong> requirement for quality analysis <strong>of</strong> pesticide products and <strong>the</strong>
requirement for examination <strong>of</strong> Effectiveness <strong>of</strong> pesticide products.
● The bottleneck in ensuring <strong>the</strong> safe management <strong>of</strong> pesticides is that <strong>the</strong> capacity to carry
out <strong>the</strong> prompt and exact quality examination is not sufficient. The numbers <strong>of</strong> pesticide
analysis laboratories are limited in <strong>the</strong> country and <strong>the</strong> labs are not equipped sufficiently
with necessary equipment and instruments, it means that <strong>the</strong>y can’t satisfy <strong>the</strong> demands
for quality control <strong>of</strong> <strong>the</strong> pesticide products produced, imported and distributed and for
product analysis from users, timely or qualitatively. So, we count on <strong>the</strong> active
cooperation from <strong>the</strong> International Organizations including FAO in our efforts to
reinforce <strong>the</strong> capacities <strong>of</strong> pesticide quality control laboratories.
● In future, <strong>the</strong> priority will be given in pesticide management to evaluating <strong>the</strong> effect and
quality <strong>of</strong> pesticides while evaluating <strong>the</strong> effect for human and environment, since we
had already established <strong>the</strong> national legal basis for pesticide management.
To improve <strong>the</strong> pesticide management and reduce <strong>the</strong> hazardous effects by pesticide use is
not merely for an individual country or region or an industry only, but it is an international work to
prevent from <strong>the</strong> world environment pollution and promote <strong>the</strong> welfare <strong>of</strong> mankind. Especially, <strong>the</strong>
developed countries should enhance <strong>the</strong>ir responsible roles in this field, as <strong>the</strong>y became main
suppliers in world pesticide markets. The DPRK government recognized <strong>the</strong> necessity <strong>of</strong>
international cooperation in improving <strong>the</strong> national pesticide management and in intensifying its
material and technical foundation, and hopes that <strong>the</strong> cooperation and collaboration will be more
activated in this field in <strong>the</strong> future.
The DPRK government will make all possible efforts, in future, too, to fulfill its
responsibility in implementing <strong>the</strong> international legislations like “International Code <strong>of</strong> Conduct on
<strong>the</strong> Distribution and Use <strong>of</strong> Pesticides” in order to protect human health and eco-environment and
ensure <strong>the</strong> sustainable development <strong>of</strong> agricultural production.
