C<strong>on</strong>clusi<strong>on</strong> and recommendati<strong>on</strong>s<br />

One <str<strong>on</strong>g>of</str<strong>on</strong>g> <str<strong>on</strong>g>the</str<strong>on</strong>g> primary objectives for managing and c<strong>on</strong>trolling pesticides is to ensure that <str<strong>on</strong>g>the</str<strong>on</strong>g><br />

product is effective for <str<strong>on</strong>g>the</str<strong>on</strong>g> c<strong>on</strong>trol <str<strong>on</strong>g>of</str<strong>on</strong>g> <str<strong>on</strong>g>the</str<strong>on</strong>g> target pest while causing little or no deleterious effect to<br />

man, n<strong>on</strong>-target organisms and <str<strong>on</strong>g>the</str<strong>on</strong>g> envir<strong>on</strong>ment as a whole. Like <str<strong>on</strong>g>the</str<strong>on</strong>g> o<str<strong>on</strong>g>the</str<strong>on</strong>g>r regi<strong>on</strong>s, this regi<strong>on</strong> has<br />

been using many envir<strong>on</strong>ment unfriendly chemicals and processes, which has led to <str<strong>on</strong>g>the</str<strong>on</strong>g> pesticide<br />

problem. Government policies still favor pesticides and high subsidies exist, while newer IPM<br />

products are taxed at high rates. The government should foster IPM by removing subsidies <strong>on</strong> <str<strong>on</strong>g>the</str<strong>on</strong>g><br />

least desirable pesticides while removing taxes from IPM products. These ec<strong>on</strong>omic incentives<br />

would go a l<strong>on</strong>g way in changing <str<strong>on</strong>g>the</str<strong>on</strong>g> practices <str<strong>on</strong>g>of</str<strong>on</strong>g> farmers. This recommendati<strong>on</strong> is in line with<br />

recent changes in government policy where IPM methods are to be preferred over pesticide usage.<br />

Pesticides should <strong>on</strong>ly be supplied that meet internati<strong>on</strong>al standards <str<strong>on</strong>g>of</str<strong>on</strong>g> quality and are packaged and<br />

labeled as appropriate in <str<strong>on</strong>g>the</str<strong>on</strong>g> line <str<strong>on</strong>g>of</str<strong>on</strong>g> code <str<strong>on</strong>g>of</str<strong>on</strong>g> c<strong>on</strong>duct that is adequate for farmers to ensure safe and<br />

effective use Alternatives should be safe and effective and new technologies should be provided at<br />

affordable cost. People <str<strong>on</strong>g>of</str<strong>on</strong>g> LDC countries need to encourage and promote <str<strong>on</strong>g>the</str<strong>on</strong>g> development <str<strong>on</strong>g>of</str<strong>on</strong>g><br />

indigenous technology and traditi<strong>on</strong>al method <str<strong>on</strong>g>of</str<strong>on</strong>g> <str<strong>on</strong>g>the</str<strong>on</strong>g> plant diseases, insect pest c<strong>on</strong>trol and vector<br />

borne diseases c<strong>on</strong>trol at nati<strong>on</strong>al and <str<strong>on</strong>g>regi<strong>on</strong>al</str<strong>on</strong>g> level. Keeping in view <str<strong>on</strong>g>the</str<strong>on</strong>g> problem <str<strong>on</strong>g>of</str<strong>on</strong>g> residue <str<strong>on</strong>g>of</str<strong>on</strong>g><br />

pesticides in different comp<strong>on</strong>ents including food items, <str<strong>on</strong>g>the</str<strong>on</strong>g> Government should educate and<br />

advocate an IPM and <str<strong>on</strong>g>the</str<strong>on</strong>g> methods d<strong>on</strong>’t go for dem<strong>on</strong>strati<strong>on</strong> <strong>on</strong>ly but validati<strong>on</strong> <strong>on</strong> large scale.<br />

Effective registrati<strong>on</strong>, licensing, quality c<strong>on</strong>trol, food residue analysis and o<str<strong>on</strong>g>the</str<strong>on</strong>g>r enforcement<br />

measures including m<strong>on</strong>itoring and testing will be needed. In Nepal it is high time to develop<br />

Chemical Safety Programmers-risk management strategies and know-how for coping with chemical<br />

accidents and set up <str<strong>on</strong>g>of</str<strong>on</strong>g> a Central Authority for chemical safety management <str<strong>on</strong>g>of</str<strong>on</strong>g> toxic chemicals, and<br />

Government needs to promote awareness <str<strong>on</strong>g>of</str<strong>on</strong>g> resp<strong>on</strong>sibilities under <str<strong>on</strong>g>the</str<strong>on</strong>g> Code <str<strong>on</strong>g>of</str<strong>on</strong>g> C<strong>on</strong>duct <strong>on</strong> Pesticides<br />

and relevant FAO Guidelines and should implement internati<strong>on</strong>al agreements regulating trade and<br />

use hazardous chemicals and upgrade facilities for chemical analysis.<br />
