approach in training courses for farmers in Farmer Field Schools in <str<strong>on</strong>g>the</str<strong>on</strong>g> menti<strong>on</strong>ed regi<strong>on</strong>s.<br />

The main c<strong>on</strong>straint is c<strong>on</strong>sumer’s attitude towards crop performance. C<strong>on</strong>sumers prefer<br />

good looking or undestroyed crop products. Therefore it is needed to educate c<strong>on</strong>sumer to change<br />

<str<strong>on</strong>g>the</str<strong>on</strong>g>ir attitudes to safe crop products that do not look so good. It is also needed to train more farmers<br />

<strong>on</strong> IPM through Farmer Field Schools, put up public relati<strong>on</strong>s to c<strong>on</strong>vince c<strong>on</strong>sumers and promote<br />

bio-c<strong>on</strong>trol.<br />

B. Testing, quality c<strong>on</strong>trol and effects in <str<strong>on</strong>g>the</str<strong>on</strong>g> field<br />

Registrati<strong>on</strong> <str<strong>on</strong>g>of</str<strong>on</strong>g> a pesticide shall be granted when efficacy test result, label, toxicological data<br />

and analytical result are approved. It is required that pesticide samples shall be imported for efficacy<br />

test and for analysis <str<strong>on</strong>g>of</str<strong>on</strong>g> active ingredient and o<str<strong>on</strong>g>the</str<strong>on</strong>g>r c<strong>on</strong>stituents according to FAO specificati<strong>on</strong> <str<strong>on</strong>g>of</str<strong>on</strong>g><br />

each pesticide.<br />

Office <str<strong>on</strong>g>of</str<strong>on</strong>g> Plant Protecti<strong>on</strong> Research and Development is resp<strong>on</strong>sible for efficacy test <str<strong>on</strong>g>of</str<strong>on</strong>g><br />

pesticide in <str<strong>on</strong>g>the</str<strong>on</strong>g> field. This agency shall approve experimental design, supervise efficacy test and<br />

approve efficacy test result. This Office also approves rate and method <str<strong>on</strong>g>of</str<strong>on</strong>g> applicati<strong>on</strong>.<br />

Divisi<strong>on</strong> <str<strong>on</strong>g>of</str<strong>on</strong>g> Agricultural Regulatory Inspecti<strong>on</strong>, Office <str<strong>on</strong>g>of</str<strong>on</strong>g> Agricultural Regulatory, m<strong>on</strong>itors<br />

pesticide quality by taking samples from <str<strong>on</strong>g>the</str<strong>on</strong>g> markets and at ports <str<strong>on</strong>g>of</str<strong>on</strong>g> entry. The analysis <str<strong>on</strong>g>of</str<strong>on</strong>g> <str<strong>on</strong>g>the</str<strong>on</strong>g>se<br />

samples is d<strong>on</strong>e by laboratory at Office <str<strong>on</strong>g>of</str<strong>on</strong>g> Agricultural Producti<strong>on</strong> Science Research and<br />

Development. The percentage <str<strong>on</strong>g>of</str<strong>on</strong>g> active ingredient must c<strong>on</strong>form to <str<strong>on</strong>g>the</str<strong>on</strong>g> percentage proposed for<br />

registrati<strong>on</strong>. In <str<strong>on</strong>g>the</str<strong>on</strong>g> year 2004, Office <str<strong>on</strong>g>of</str<strong>on</strong>g> Agricultural Producti<strong>on</strong> Science Research and Development<br />

reported that 1 316 samples were analyzed and found that 1 195 samples (90.81 percent) met <str<strong>on</strong>g>the</str<strong>on</strong>g><br />

standard while 121 samples (9.19 percent) were substandard. The industry supports samples,<br />

methods and standards for analysis <str<strong>on</strong>g>of</str<strong>on</strong>g> pesticides for quality m<strong>on</strong>itoring.<br />

For new pesticides, it is required to c<strong>on</strong>duct residue trial under supervisi<strong>on</strong> <str<strong>on</strong>g>of</str<strong>on</strong>g> Office <str<strong>on</strong>g>of</str<strong>on</strong>g><br />

Agricultural Producti<strong>on</strong> Science Research and Development. Pre-harvest interval (PHI) and<br />

maximum residue limit (MRL) shall be determined by this trial.<br />

C. Health and envir<strong>on</strong>ment informati<strong>on</strong><br />

Health informati<strong>on</strong><br />

Bureau <str<strong>on</strong>g>of</str<strong>on</strong>g> Epidemiology, Department <str<strong>on</strong>g>of</str<strong>on</strong>g> Disease C<strong>on</strong>trol, Ministry <str<strong>on</strong>g>of</str<strong>on</strong>g> Public Health, in <str<strong>on</strong>g>the</str<strong>on</strong>g><br />

Annual Epidemiological Surveillance Report 2003, showed that during 1994-2003 <str<strong>on</strong>g>the</str<strong>on</strong>g> highest<br />

number <str<strong>on</strong>g>of</str<strong>on</strong>g> pois<strong>on</strong>ing incidents occurred in 1998 which were 4 398 cases and rate <str<strong>on</strong>g>of</str<strong>on</strong>g> cases per<br />

100 000 capita was 7.16 (Figure 1). The rate <str<strong>on</strong>g>of</str<strong>on</strong>g> cases per 100 000 capita decreased since 1994 until<br />

2003.<br />

In 2003, <str<strong>on</strong>g>the</str<strong>on</strong>g> number <str<strong>on</strong>g>of</str<strong>on</strong>g> pois<strong>on</strong>ing incidents was 2 342 cases or 3.72 per 100 000 capita. The<br />

pois<strong>on</strong>ing incidents occurred in a ra<str<strong>on</strong>g>the</str<strong>on</strong>g>r high number during m<strong>on</strong>ths <str<strong>on</strong>g>of</str<strong>on</strong>g> May-August (Figure 2). The<br />

nor<str<strong>on</strong>g>the</str<strong>on</strong>g>rn regi<strong>on</strong> was reported to have <str<strong>on</strong>g>the</str<strong>on</strong>g> highest number <str<strong>on</strong>g>of</str<strong>on</strong>g> pois<strong>on</strong>ing incidents followed by<br />

north-eastern, central and sou<str<strong>on</strong>g>the</str<strong>on</strong>g>rn regi<strong>on</strong>s, respectively (Figure 3). The age that has <str<strong>on</strong>g>the</str<strong>on</strong>g> highest<br />

pois<strong>on</strong>ing incidents was more than 35 years old followed by 25-34 and 15-24 years old, respectively<br />

(Figure 4). Farmers were report to have <str<strong>on</strong>g>the</str<strong>on</strong>g> highest number <str<strong>on</strong>g>of</str<strong>on</strong>g> pois<strong>on</strong>ing incidents which was<br />

64.86 percent followed by labor workers (Figure 5).<br />
