that is registered in <str<strong>on</strong>g>the</str<strong>on</strong>g> country bears internati<strong>on</strong>al standard as it was evaluated quite strictly when it<br />

applied for registrati<strong>on</strong>.<br />

Pesticides applicati<strong>on</strong> in Ind<strong>on</strong>esia<br />

From <str<strong>on</strong>g>the</str<strong>on</strong>g> perspective <str<strong>on</strong>g>of</str<strong>on</strong>g> crop management, <str<strong>on</strong>g>the</str<strong>on</strong>g> use <str<strong>on</strong>g>of</str<strong>on</strong>g> pesticides will be <strong>on</strong>ly <str<strong>on</strong>g>the</str<strong>on</strong>g> last<br />

alternative as <str<strong>on</strong>g>the</str<strong>on</strong>g> c<strong>on</strong>cept <str<strong>on</strong>g>of</str<strong>on</strong>g> IPM has been socialized as well as implemented to most Ind<strong>on</strong>esian<br />

farmers, including those working <strong>on</strong> estate crops. Field schools were established at c<strong>on</strong>siderable<br />

number <str<strong>on</strong>g>of</str<strong>on</strong>g> <str<strong>on</strong>g>the</str<strong>on</strong>g> producti<strong>on</strong> center throughout <str<strong>on</strong>g>the</str<strong>on</strong>g> country. The implementati<strong>on</strong> <str<strong>on</strong>g>of</str<strong>on</strong>g> IPM c<strong>on</strong>cept was<br />

successfully d<strong>on</strong>e except for those who are cultivating crops in <str<strong>on</strong>g>the</str<strong>on</strong>g> remote areas. There were<br />

hundreds thousands <str<strong>on</strong>g>of</str<strong>on</strong>g> farmers trained <strong>on</strong> IPM c<strong>on</strong>cept and farmer’s understanding <strong>on</strong> such a c<strong>on</strong>cept<br />

was quite high.<br />

Due to such a c<strong>on</strong>siderati<strong>on</strong>, de-regulati<strong>on</strong> <strong>on</strong> pesticides registrati<strong>on</strong> was issued <strong>on</strong> <str<strong>on</strong>g>the</str<strong>on</strong>g> base <str<strong>on</strong>g>of</str<strong>on</strong>g><br />

IPM approach. Meanwhile, government has <str<strong>on</strong>g>of</str<strong>on</strong>g>fered industry to apply for new registrati<strong>on</strong> for <str<strong>on</strong>g>the</str<strong>on</strong>g>ir<br />

products as it may create more products available in <str<strong>on</strong>g>the</str<strong>on</strong>g> market, hence it brings about more<br />

competiti<strong>on</strong>, empowering bargaining positi<strong>on</strong> <str<strong>on</strong>g>of</str<strong>on</strong>g> farmers, availability <str<strong>on</strong>g>of</str<strong>on</strong>g> good but affordable<br />

products, guarantee availability and so <strong>on</strong>. However, all marketed pesticide products are subject to<br />

review as <str<strong>on</strong>g>the</str<strong>on</strong>g>y indicate negative evidence that harm people or envir<strong>on</strong>ment when it is applied not<br />

complying with IPM c<strong>on</strong>cept.<br />

Even more items are now available in <str<strong>on</strong>g>the</str<strong>on</strong>g> market, but in fact not all <str<strong>on</strong>g>of</str<strong>on</strong>g> <str<strong>on</strong>g>the</str<strong>on</strong>g>m are really<br />

absorbed. It is going to be back <strong>on</strong> <str<strong>on</strong>g>the</str<strong>on</strong>g> market mechanism where <str<strong>on</strong>g>the</str<strong>on</strong>g> best and most competitive<br />

product can remain in <str<strong>on</strong>g>the</str<strong>on</strong>g> market to help farmers. Many <str<strong>on</strong>g>of</str<strong>on</strong>g> <str<strong>on</strong>g>the</str<strong>on</strong>g>m seem not too attractive to use.<br />

Pesticides may help increase <str<strong>on</strong>g>the</str<strong>on</strong>g> quality <str<strong>on</strong>g>of</str<strong>on</strong>g> agricultural products in many ways as its use quite<br />

large in quantity. Some pesticides have to be applied <strong>on</strong> <str<strong>on</strong>g>the</str<strong>on</strong>g> basis <str<strong>on</strong>g>of</str<strong>on</strong>g> interval applicati<strong>on</strong> in case <str<strong>on</strong>g>of</str<strong>on</strong>g><br />

preventing crop from suffering from a number <str<strong>on</strong>g>of</str<strong>on</strong>g> major diseases. Most horticultural products are<br />

c<strong>on</strong>sidered as high-ec<strong>on</strong>omic commodity that needs to be more protected from pest and diseases<br />

ra<str<strong>on</strong>g>the</str<strong>on</strong>g>r than any o<str<strong>on</strong>g>the</str<strong>on</strong>g>r agricultural commodity.<br />

Meanwhile, pest and diseases problems <strong>on</strong> crops occur all <str<strong>on</strong>g>the</str<strong>on</strong>g> time at any time since crop are<br />

always <str<strong>on</strong>g>the</str<strong>on</strong>g>re. Planting seas<strong>on</strong> all <str<strong>on</strong>g>the</str<strong>on</strong>g> year round obviously provide sufficient food for pest. This<br />

situati<strong>on</strong> help promote threatening any cultivated crop from loss due to pests. Therefore, pesticides<br />

applicati<strong>on</strong> may not be held from use what so ever.<br />

Progress <str<strong>on</strong>g>of</str<strong>on</strong>g> registered product<br />

Pesticides intended to register varies from household pesticides to Plant Growth Regulator<br />

(PGR). Am<strong>on</strong>g <str<strong>on</strong>g>the</str<strong>on</strong>g>m, herbicide is <str<strong>on</strong>g>the</str<strong>on</strong>g> highest in number <strong>on</strong> registrati<strong>on</strong> following by insecticide,<br />

fungicide, rodenticide etc. Based <strong>on</strong> our statistical data by end <str<strong>on</strong>g>of</str<strong>on</strong>g> 2004 <str<strong>on</strong>g>the</str<strong>on</strong>g> total numbers <str<strong>on</strong>g>of</str<strong>on</strong>g><br />

registered pesticides were some 1 281 products. The following Table shows total registrati<strong>on</strong> in<br />

2002, 2003 and 2004.<br />

Out <str<strong>on</strong>g>of</str<strong>on</strong>g> 1 281 products recorded in 2004, 209 were new registrati<strong>on</strong>s. New registrati<strong>on</strong>s have<br />

increased from year after year. Within <str<strong>on</strong>g>the</str<strong>on</strong>g> past three years <str<strong>on</strong>g>the</str<strong>on</strong>g> trend <str<strong>on</strong>g>of</str<strong>on</strong>g> new registrati<strong>on</strong> has grown at<br />

least 13–15 percent per annum. However, such a record is not available in <str<strong>on</strong>g>the</str<strong>on</strong>g> market since some <str<strong>on</strong>g>of</str<strong>on</strong>g><br />

<str<strong>on</strong>g>the</str<strong>on</strong>g>m are not ready to be launched. The average availability is about 45–60 percent <str<strong>on</strong>g>of</str<strong>on</strong>g> <str<strong>on</strong>g>the</str<strong>on</strong>g> total<br />

registered product.<br />
