There is however no training program/projects focusing <strong>on</strong> risk reducti<strong>on</strong>.<br />

Severely toxic pesticides<br />

Under <str<strong>on</strong>g>the</str<strong>on</strong>g> Pesticides Act 1974, it is provided that <str<strong>on</strong>g>the</str<strong>on</strong>g> Pesticides Board may order <str<strong>on</strong>g>the</str<strong>on</strong>g><br />

cancellati<strong>on</strong> <str<strong>on</strong>g>of</str<strong>on</strong>g> <str<strong>on</strong>g>the</str<strong>on</strong>g> registrati<strong>on</strong> <str<strong>on</strong>g>of</str<strong>on</strong>g> a pesticide if <str<strong>on</strong>g>the</str<strong>on</strong>g> Board c<strong>on</strong>siders it undesirable that <str<strong>on</strong>g>the</str<strong>on</strong>g> pesticide<br />

should c<strong>on</strong>tinue to remain registered owing to its toxicity or inefficacy. The recent c<strong>on</strong>cluded<br />

decisi<strong>on</strong> by <str<strong>on</strong>g>the</str<strong>on</strong>g> Pesticides Board is <str<strong>on</strong>g>the</str<strong>on</strong>g> phasing out <str<strong>on</strong>g>of</str<strong>on</strong>g> endosulfan effective 15 August 2005 under <str<strong>on</strong>g>the</str<strong>on</strong>g><br />

pesticide risk reducti<strong>on</strong> programme due to its extreme toxicity to fish and o<str<strong>on</strong>g>the</str<strong>on</strong>g>r aquatic life. All <str<strong>on</strong>g>the</str<strong>on</strong>g><br />

nine pesticides (viz. aldrin, dieldrin, DDT, endrin, chlordane, hexachlorobenzene, mirex, toxaphere<br />

and heptachlor) currently listed as POPs are no l<strong>on</strong>ger used in Malaysia. O<str<strong>on</strong>g>the</str<strong>on</strong>g>r pesticides such as<br />

Folpet, Sodium PCP, Captafol, Parathi<strong>on</strong>-methyl, azinphos-ethyl and benomyl have also been<br />

deregistered.<br />

Pesticide disposal<br />

Disposal <str<strong>on</strong>g>of</str<strong>on</strong>g> pesticides has not ben a significant problem in Malaysia. There is a plant in <str<strong>on</strong>g>the</str<strong>on</strong>g><br />

country that deals exclusively with toxic wastes disposal and it is an <str<strong>on</strong>g>of</str<strong>on</strong>g>fence to discharge any toxic<br />

waste into <str<strong>on</strong>g>the</str<strong>on</strong>g> envir<strong>on</strong>ment.<br />

At present, pesticide labels provide guidelines for burying empty pesticide c<strong>on</strong>tainers as<br />

a means <str<strong>on</strong>g>of</str<strong>on</strong>g> disposal. It is <strong>on</strong> <str<strong>on</strong>g>the</str<strong>on</strong>g> agenda that more detailed informati<strong>on</strong> such as providing guidelines<br />

<strong>on</strong> <str<strong>on</strong>g>the</str<strong>on</strong>g> proper method for burying such c<strong>on</strong>tainers, probably <strong>on</strong> <str<strong>on</strong>g>the</str<strong>on</strong>g> minimum acceptable depth <str<strong>on</strong>g>of</str<strong>on</strong>g> <str<strong>on</strong>g>the</str<strong>on</strong>g><br />

hole or triple rinsing/crushing <str<strong>on</strong>g>of</str<strong>on</strong>g> <str<strong>on</strong>g>the</str<strong>on</strong>g> c<strong>on</strong>tainers before burying or for recycle for <str<strong>on</strong>g>the</str<strong>on</strong>g> purpose <str<strong>on</strong>g>of</str<strong>on</strong>g><br />

turning into pellet should be included.<br />

However, Malaysia has started with a pilot project to recycle pesticide c<strong>on</strong>tainers in April<br />

2003 in a vegetable growing area involving issuing <str<strong>on</strong>g>of</str<strong>on</strong>g> discount voucher. Priority is given to <str<strong>on</strong>g>the</str<strong>on</strong>g> High<br />

Density Poly Ethylene (HDPE) c<strong>on</strong>tainers, which have been used in abundance in this regi<strong>on</strong>, and<br />

rinsed following <str<strong>on</strong>g>the</str<strong>on</strong>g> triple rinsing method. This project is proven to be quite successful. With that,<br />

<str<strong>on</strong>g>the</str<strong>on</strong>g> recycle programme <str<strong>on</strong>g>of</str<strong>on</strong>g> pesticide c<strong>on</strong>tainers was subsequently implemented in 2005 and extended<br />

to o<str<strong>on</strong>g>the</str<strong>on</strong>g>r vegetables growing areas and crops such as oil palm through <str<strong>on</strong>g>the</str<strong>on</strong>g> pesticide extensi<strong>on</strong> system.<br />

It is also our priority to educate farmers or users to use <strong>on</strong>ly pesticide in <str<strong>on</strong>g>the</str<strong>on</strong>g> amount sufficient<br />

for <str<strong>on</strong>g>the</str<strong>on</strong>g> purpose, not <strong>on</strong>ly to save cost and also to prevent any excess <str<strong>on</strong>g>of</str<strong>on</strong>g> pesticides being released into<br />

<str<strong>on</strong>g>the</str<strong>on</strong>g> envir<strong>on</strong>ment that could give rise to unnecessary c<strong>on</strong>tainment in <str<strong>on</strong>g>the</str<strong>on</strong>g> living surrounding.<br />
