parallel development of attractions and even the creation of new<br />
community-run protected sites in association with <strong>for</strong>mal NCWCD<br />
protected areas. This would require stimulation and facilitation of<br />
local community ef<strong>for</strong>ts, and the definition of sets of respective<br />
responsibilities and obligations. Within such structures it would be<br />
possible to explore and develop mechanisms <strong>for</strong> deriving benefits.<br />
Other areas of involvement and benefit could include: policies or<br />
obligations on private sector partners to employ locals and to use<br />
local services; the development of local crafts; the improvement of<br />
local roads and services; and reduced or free access <strong>for</strong> locals into the<br />
protected area.<br />
