Since 1910 the street railway system has operated
under what is known as the "Tayler" franchise, a
service-at-cost agreement, which has been the center
of attention of street railway experts throughout the
nation. Under this plan the street railway company
is enitled to a 6 per cent profit on its capital and provision
is made for raising or lowering of fares dependent
upon the condition of the interest fund.
The municipally-owned lighting and heating plant
is another noteworthy achievement of recent years.
Its domestic rate for electric lighting, as well as that
of the private corporation in the field, is the lowest
of any city in the United States using coal to generate
power. Cleveland's location near the rich coal
fields represents a big factor in providing low rates.
The plant has a capacity of 35,000 kilowatts. Plans
are under way to increase this to 50,000 kilowatts.
Cleveland's water, light and heat departments operate
as separate entities to the city government, although
they are subject to the review and control of

world. Its center span is 591 feet long and 95 feet
above the lake level and is built of nickel steel. It
has a total length of 2,880 feet and is 8\y feet wide.
It was constructed at a cost of $5,407,000.
The lower level of this huge structure provides
space for six street car tracks, while the upper leve;
is devoted to vehicular and pedestrian traffic Within
a few hundred yards of the heart of the business section,
it affords an ideal site from which the visitor
may view the shipping and industrial activities of
that section of the city.
An Ideal Meeting Place.
Situated on a large body of water, within an overnight's
ride of half the population of the United States
and Canada, favored by temperate climate in summer
and winter, possessed of splendid hotel facilities, an
auditorium unexcelled anywhere, many magnificent
theatres, a great shopping district and a beautiful
natural park system. Cleveland presents the ideal in
Rose Gardens, Wade Park Scene in Rockefeller Park
the administration. Probably the most conspicuous
development of either of these departments was the
recent construction of Baldwin reservoir. This occupies
fourteen acres of ground and is the largest
covered reservoir in the world. Its "roof" has been
covered by two feet of soil, which eventually will be
sown with grass and shrubbery. When landscape
work is completed it will form the appearance of an
English formal garden.
The water supply, which includes neighboring
cities and villages, is obtained through two intakes
located in Lake Erie about 4y2 miles from the shore
line. One of these intakes, a steel protection crib,
extends above the surface, while the other is of the
submerged type. Tunnels under the bed of the lake
connect these intakes with the pumping station on
shore.
Another great achievement was the construction
of what is known as the Detroit-Superior High Level
Bridge, which spans the Cuyahoga River and Valley
and which is the principal artery of travel between
the east and west sections of the city. Thii :s th^;

convention cities. During the season of lake navigation,
it is particularly attractive. Delegates and visitors
traversing the Great Lakes district have the added
advantage of traveling by rail or by rail-and-water
as Cleveland is connected by steamer with nearly
every port on the upper lakes. Delegates to conventions
during the season of navigation are enabled to
combine business with pleasure by taking a tour up
or down the Great Lakes either before or after the
convention. Opportunity is also afforded for outings
at numerous summer resorts near by.
A fine public auditorium was recently erected in
Cleveland. This immense building, costing $6,900,000,
has a seating capacity of 12,500 and when used for expositions
it affords 70,000 square feet of floor space.
Ideally located in the heart of the downtown section,
within easy walking distance of all principal hotels,
public and semi-public office building, wholesale establishments
and the shopping district, the auditorium
presents unusual convenience for large gatherings or
for staging public entertainments.
