INDEX INSURANCE IN CHINA<br />

Client underst<strong>and</strong><strong>in</strong>g <strong>and</strong> trust<br />

<strong>The</strong> majority of farmers <strong>in</strong>terviewed either do not underst<strong>and</strong> or lack awareness of the<br />

product, <strong>and</strong> most have little trust <strong>in</strong> <strong>in</strong>surance companies. To improve on this, GAIC should<br />

enhance trust by settl<strong>in</strong>g claims <strong>in</strong> a timely manner <strong>and</strong> identify<strong>in</strong>g partner organizations<br />

that farmers already trust. Us<strong>in</strong>g exist<strong>in</strong>g networks <strong>and</strong> programmes <strong>for</strong> rural development<br />

– such as the farmer credit access programmes, contract farm<strong>in</strong>g <strong>and</strong> professional<br />

cooperatives or associations – would also help reduce transaction costs <strong>and</strong> improve costeffectiveness<br />

by facilitat<strong>in</strong>g market<strong>in</strong>g <strong>and</strong> promot<strong>in</strong>g local ownership.<br />

<strong>Susta<strong>in</strong>ability</strong> of f<strong>in</strong>ancial subsidies<br />

Currently the Government only subsidizes the national MPCI programme, so GAIC<br />

matched this percentage of subsidy <strong>for</strong> the <strong>in</strong>dex <strong>in</strong>surance pilot. Although subsidies can<br />

help exp<strong>and</strong> the market <strong>and</strong> encourage farmers to learn about <strong>and</strong> use the product, private<br />

subsidies are unsusta<strong>in</strong>able <strong>in</strong> the long term, <strong>and</strong> they may make weather <strong>in</strong>surance at full<br />

cost less attractive to farmers <strong>in</strong> the future. However, it is equally questionable how long the<br />

Government can cont<strong>in</strong>ue heavily subsidiz<strong>in</strong>g MPCI.<br />

<strong>Weather</strong> data structure <strong>and</strong> possibility of basis risk<br />

While Ch<strong>in</strong>a’s weather data structure is relatively well developed, new weather stations are<br />

needed <strong>for</strong> scal<strong>in</strong>g up. Moreover, stations need ongo<strong>in</strong>g ma<strong>in</strong>tenance, as well as skilled<br />

staff to operate them.<br />

In terms of this pilot, there are only 81 st<strong>and</strong>ard meteorological stations <strong>in</strong> Anhui Prov<strong>in</strong>ce<br />

to cover its area of 139,000 km 2 . Historical burn analysis was used, but it has its limitations:<br />

one or two major events can distort the probabilities, while any event that has not<br />

happened <strong>in</strong> the historical record is not considered. In the future, analysis should be<br />

complemented by ra<strong>in</strong>fall modell<strong>in</strong>g <strong>and</strong> simulation <strong>in</strong> order to improve the <strong>in</strong>dex design.<br />

In addition, to help fill data gaps <strong>and</strong> enhance data availability, technologies should be<br />

encouraged, <strong>in</strong>clud<strong>in</strong>g: remote sens<strong>in</strong>g (of ra<strong>in</strong>fall <strong>and</strong> vegetation), ra<strong>in</strong>fall modell<strong>in</strong>g <strong>and</strong><br />

simulation, seasonal <strong>for</strong>ecast<strong>in</strong>g, techniques <strong>for</strong> modell<strong>in</strong>g risk over time <strong>and</strong> space,<br />

modell<strong>in</strong>g of long-term processes <strong>and</strong> trends, systematic communication tools, agricultural<br />

systems modell<strong>in</strong>g <strong>and</strong> water resource techniques.<br />

For the potential waterlogg<strong>in</strong>g product <strong>in</strong> Huaiyuan, a better weather data structure is<br />

needed to record ra<strong>in</strong>fall. Waterlogg<strong>in</strong>g is often difficult to record, because a s<strong>in</strong>gle highly<br />

localized event may drive the bulk of the loss.<br />

<strong>Weather</strong> data availability<br />

<strong>The</strong> accessibility of data is one of the most challeng<strong>in</strong>g issues <strong>in</strong> Ch<strong>in</strong>a. Aside from the<br />

160 weather stations that exchange their data globally through WMO, access to both<br />

historical <strong>and</strong> real time data is considered confidential. 35 Awareness enhancement <strong>and</strong><br />

capacity-build<strong>in</strong>g could help solve this bottleneck <strong>for</strong> the future development of <strong>in</strong>dices.<br />
