THE POTENTIAL FOR SCALE AND SUSTAINABILITY IN WEATHER INDEX INSURANCE<br />

FOR AGRICULTURE AND RURAL LIVELIHOODS<br />

<strong>The</strong> Caribbean – CCRIF. <strong>The</strong> Caribbean Catastrophe Risk <strong>Insurance</strong> Facility<br />

(CCRIF) was developed at the request of the Caribbean Community (CARICOM)<br />

to facilitate a risk model <strong>for</strong> hurricane <strong>and</strong> earthquake hazards. <strong>The</strong> CCRIF makes<br />

payouts to a country <strong>in</strong> a policy year, limited by the exhaustion po<strong>in</strong>t of the<br />

coverage selected by each country. <strong>The</strong> CCRIF reta<strong>in</strong>s the bottom US$10 million,<br />

with US$110 million re<strong>in</strong>sured by various re<strong>in</strong>surers. US$20 million of the top<br />

layer of risk was placed <strong>in</strong> the capital markets through a risk swap between the<br />

CCRIF <strong>and</strong> the World Bank treasury, which is the first time such an <strong>in</strong>strument has<br />

been used to transfer risk.<br />

Jamaica – Storm Tracker <strong>in</strong>surance coverage. Jamaica Producers (JP) is a<br />

diversified group of companies engaged <strong>in</strong> agriculture, with orig<strong>in</strong>s <strong>in</strong> banana<br />

production. JP is highly vulnerable to hurricanes, particularly <strong>in</strong> Jamaica. After a<br />

number of losses due to storms, JP’s <strong>in</strong>surance broker, Assurance Brokers Jamaica,<br />

approached the ACE Group <strong>in</strong>ternational re<strong>in</strong>surer <strong>for</strong> a customized parametric<br />

<strong>in</strong>surance product (i.e. an <strong>in</strong>surance product <strong>in</strong> which payouts are triggered by an<br />

event, such as a catastrophic storm), us<strong>in</strong>g the ACE Storm Tracker product.<br />

Re<strong>in</strong>surance provided the foundation of the product, as traditional <strong>in</strong>surance had<br />

become prohibitively expensive.<br />

Ethiopia – NISCO. This programme aims to protect the livelihoods of smallscale<br />

farmers vulnerable to severe <strong>and</strong> catastrophic weather risks, particularly<br />

drought. For NISCO, re<strong>in</strong>surance is a major challenge to effective scal<strong>in</strong>g up. It is<br />

currently negotiat<strong>in</strong>g a re<strong>in</strong>surance arrangement that it hopes will ease this<br />

constra<strong>in</strong>t (Case Study 3).<br />

Other examples. In India <strong>in</strong> 2003, ICICI Lombard began engag<strong>in</strong>g seriously with<br />

<strong>in</strong>dex <strong>in</strong>surance products only when the re<strong>in</strong>surance manager of the company<br />

personally met with five different re<strong>in</strong>surers <strong>and</strong> bankers that expressed <strong>in</strong>terest <strong>in</strong><br />

underwrit<strong>in</strong>g this type of risk (Case Study 5). In Nicaragua, INISER entered <strong>in</strong>to a<br />

long-term agreement with a re<strong>in</strong>surer.<br />

Improve the <strong>in</strong>frastructure <strong>and</strong> quality of weather data<br />

Accurate <strong>and</strong> timely weather data are key to successful <strong>in</strong>dex <strong>in</strong>surance products.<br />

Serious mass market players <strong>in</strong> f<strong>in</strong>ancial markets will not engage <strong>in</strong> product<br />

development <strong>and</strong> support unless they can be sure that good risk data are available <strong>for</strong><br />

pric<strong>in</strong>g contracts <strong>and</strong> that data providers can provide reliable <strong>and</strong> timely data on<br />

<strong>in</strong>dex values to settle claims quickly. <strong>The</strong> relatively high cost of private weather data<br />

services constra<strong>in</strong>s the potential <strong>for</strong> scal<strong>in</strong>g up <strong>in</strong>surance <strong>in</strong> many remote, rural areas<br />

with low levels of agricultural productivity, sparse populations <strong>and</strong> difficult terra<strong>in</strong>.<br />

Reliable weather stations with automatic transmission capabilities are becom<strong>in</strong>g less<br />

<strong>and</strong> less expensive, although the capacity <strong>and</strong> cost of ma<strong>in</strong>ta<strong>in</strong><strong>in</strong>g such stations must<br />

be factored <strong>in</strong>to the calculation.<br />
