History<br />

An <strong>in</strong>dex <strong>in</strong>surance pilot implemented <strong>in</strong> Ukra<strong>in</strong>e dur<strong>in</strong>g 2003-2005 aimed to address the<br />

disparity between the traditional <strong>in</strong>surance coverage offered <strong>and</strong> the production risks faced<br />

by farmers. <strong>The</strong> purpose of the pilot programme was to provide an <strong>in</strong>novative <strong>in</strong>strument<br />

to mitigate weather risks <strong>in</strong> southern Ukra<strong>in</strong>e, especially the risk of drought.<br />

<strong>The</strong> pilot was <strong>in</strong>itiated by the International F<strong>in</strong>ance Corporation (IFC) Agribus<strong>in</strong>ess<br />

Development project, <strong>and</strong> jo<strong>in</strong>tly implemented by <strong>Insurance</strong> Company Credo-Classic <strong>and</strong><br />

the Commodity Risk Management Group (CRMG) of the World Bank. <strong>The</strong> team identified<br />

considerable need <strong>in</strong> Kherson Oblast. This region is a key producer of agricultural<br />

commodities <strong>for</strong> the country, <strong>and</strong> producers here have regularly suffered from both w<strong>in</strong>ter<br />

<strong>and</strong> summer risks.<br />

<strong>The</strong> pilot development team understood that three technical steps were essential <strong>in</strong><br />

develop<strong>in</strong>g a successful <strong>in</strong>dex <strong>in</strong>surance programme:<br />

• Identification of the weather exposure of crops <strong>and</strong> farmers;<br />

• Quantification of the f<strong>in</strong>ancial impact of adverse weather conditions on farmers’<br />

revenues <strong>and</strong> their <strong>in</strong>put <strong>and</strong> production costs; <strong>and</strong><br />

• Development of an <strong>in</strong>surance contract structure that pays out when adverse weather<br />

conditions occur <strong>and</strong> that can be re<strong>in</strong>sured <strong>in</strong> <strong>in</strong>ternational markets.<br />

<strong>The</strong> pilot was launched <strong>in</strong> partnership with Credo-Classic, the only <strong>in</strong>surance company<br />

will<strong>in</strong>g to undertake the complexities of design<strong>in</strong>g <strong>and</strong> launch<strong>in</strong>g an <strong>in</strong>dex <strong>in</strong>surance<br />

product. A traditional risk <strong>in</strong>surance company with good st<strong>and</strong><strong>in</strong>g <strong>in</strong> the market, Credo-<br />

Classic has a diverse portfolio, <strong>in</strong>clud<strong>in</strong>g motor, health, property, liability <strong>and</strong> agricultural<br />

<strong>in</strong>surance. In 2005 the company had offices <strong>in</strong> 13 oblasts.<br />

<strong>The</strong> project team conducted consultations with farmers, local officials <strong>and</strong> scientists. <strong>The</strong><br />

selection of reference weather stations was based on the regional risk profile <strong>and</strong> the<br />

<strong>in</strong>terest displayed by the farmers <strong>in</strong>terviewed. <strong>The</strong> ef<strong>for</strong>ts concentrated on <strong>in</strong>dex structures<br />

<strong>for</strong> w<strong>in</strong>ter wheat, the most important crop <strong>in</strong> the region. This crop occupied the largest area,<br />
