INDEX INSURANCE IN ETHIOPIA – THREE PILOTS<br />

<strong>The</strong> project also worked on ways to overcome limited weather data <strong>for</strong> the region. IRI<br />

led the exploration of new techniques to enhance sparse local datasets through a<br />

comb<strong>in</strong>ation of satellite data, ra<strong>in</strong>fall simulators <strong>and</strong> statistical tools <strong>for</strong> <strong>in</strong>corporat<strong>in</strong>g<br />

<strong>in</strong><strong>for</strong>mation from stations nearby. Satellite data will also be used to better underst<strong>and</strong> the<br />

correlation between ra<strong>in</strong> gauges <strong>and</strong> losses on specific farms. With this <strong>in</strong><strong>for</strong>mation, the<br />

project may be able to reduce basis risk by determ<strong>in</strong><strong>in</strong>g the maximum distance between<br />

farm <strong>and</strong> ra<strong>in</strong> gauge at which precipitation measurement is still valid.<br />

An advantage of this project is that it builds on established relationships. Oxfam has had<br />

a presence <strong>in</strong> Ethiopia s<strong>in</strong>ce the 1960s <strong>and</strong> thus has long-st<strong>and</strong><strong>in</strong>g networks of trust <strong>and</strong><br />

knowledge of the country. <strong>The</strong>se relationships, along with Oxfam’s history of high-profile<br />

successes <strong>in</strong> other development projects, have paved the way <strong>for</strong> resilient partnerships <strong>and</strong><br />

<strong>for</strong> local partners’ will<strong>in</strong>gness to experiment with the ‘radical’ solution of <strong>in</strong>dex <strong>in</strong>surance.<br />

Other partners are also highly respected. REST has an outst<strong>and</strong><strong>in</strong>g track record <strong>in</strong> highimpact<br />

development, <strong>and</strong> communities place an unusually high degree of trust <strong>in</strong> it<br />

follow<strong>in</strong>g the crucial assistance it provided to Tigray dur<strong>in</strong>g <strong>and</strong> after the Ethiopian civil war.<br />

<strong>The</strong> HARITA project ties <strong>in</strong> with Ethiopia’s PSNP social protection programme. At the<br />

federal level, PSNP reaches approximately 8 million vulnerable people. It provides payments<br />

to participat<strong>in</strong>g households <strong>in</strong> exchange <strong>for</strong> labour to build community assets such as waterharvest<strong>in</strong>g<br />

structures. Such households tend to be chronically food- <strong>and</strong> resource-<strong>in</strong>secure,<br />

<strong>and</strong> they are likely to be unable or unwill<strong>in</strong>g to pay cash <strong>for</strong> <strong>in</strong>surance premiums. However,<br />

they are <strong>in</strong>terested <strong>in</strong> manag<strong>in</strong>g the risk with<strong>in</strong> their livelihood strategies.<br />

HARITA is explor<strong>in</strong>g ways to build on the PSNP model by enabl<strong>in</strong>g farmers to pay<br />

<strong>in</strong>surance premiums <strong>in</strong> k<strong>in</strong>d, rather than <strong>in</strong> cash. Under the programme, liquidityconstra<strong>in</strong>ed<br />

farmers would have the option of work<strong>in</strong>g a few additional days <strong>in</strong> exchange<br />

<strong>for</strong> an <strong>in</strong>surance voucher that protects them aga<strong>in</strong>st deficit ra<strong>in</strong>fall. Oxfam America’s focus<br />

group <strong>in</strong>terviews with farmers <strong>in</strong> communities across the country suggest that many more<br />

people would be will<strong>in</strong>g to purchase <strong>in</strong>surance if the premiums could be paid <strong>for</strong> through<br />

their labour. 28<br />

Overall characteristics of the sector <strong>in</strong> Ethiopia<br />

<strong>Weather</strong> data <strong>and</strong> <strong>in</strong>frastructure<br />

<strong>The</strong>re are approximately 600 weather stations <strong>in</strong> Ethiopia, many with as much as 30 years<br />

of historical data. However, <strong>in</strong>consistencies <strong>in</strong> data collection, storage <strong>and</strong> management<br />

have left major gaps.<br />

NMA provides data through its weather bullet<strong>in</strong>s, which are accessible directly from the<br />

agency. 29 Only 17 weather stations are 24-hour stations, report<strong>in</strong>g every three hours to the<br />

Global Telecommunication System of the World Meteorological Organization (WMO),<br />

communications permitt<strong>in</strong>g. An additional 50-60 stations report daily to the Addis Ababa<br />

office. <strong>The</strong>se are Class 1 stations: fully equipped, meteorological observ<strong>in</strong>g stations,<br />

record<strong>in</strong>g pressure, temperature, relative humidity, w<strong>in</strong>d speed <strong>and</strong> direction, ra<strong>in</strong>fall,<br />
