Roles <strong>for</strong> governments <strong>and</strong><br />

donors <strong>in</strong> promot<strong>in</strong>g the<br />

scal<strong>in</strong>g up of <strong>in</strong>dex <strong>in</strong>surance<br />

Although private <strong>in</strong>surers play a central role <strong>in</strong> the case studies reviewed <strong>in</strong> this paper,<br />

it is noticeable that <strong>in</strong> nearly all cases the programmes were <strong>in</strong>itiated by the public<br />

sector, multilateral agencies (such as the World Bank <strong>and</strong> WFP) or NGOs, not by<br />

private <strong>in</strong>surers. This suggests that there are important public goods <strong>and</strong> roles that<br />

need to be <strong>in</strong> place, without which private <strong>in</strong>surers may be unwill<strong>in</strong>g or unable to<br />

enter the market.<br />

<strong>The</strong>re is a first-mover problem: the high <strong>in</strong>itial <strong>in</strong>vestment <strong>in</strong> research <strong>and</strong><br />

development of <strong>in</strong>dex <strong>in</strong>surance products might not be recouped, given the ease with<br />

which competitors could copy products if they prove profitable. This discourages<br />

many companies from mak<strong>in</strong>g <strong>in</strong>itial <strong>in</strong>vestments <strong>in</strong> new product development,<br />

especially <strong>in</strong> underdeveloped markets. Private <strong>in</strong>surers may be particularly wary of<br />

this issue: unlike public <strong>in</strong>surers, they are not subsidized <strong>and</strong> may miss the<br />

opportunities that public <strong>in</strong>surers have as early movers.<br />

Subsidies might be warranted as part of a well-designed, focused strategy to kickstart<br />

<strong>in</strong>surance markets. Targeted government <strong>and</strong> donor support could counteract<br />

the high start-up costs of develop<strong>in</strong>g these products by <strong>in</strong>vest<strong>in</strong>g <strong>in</strong> public goods,<br />

such as the purchase <strong>and</strong> <strong>in</strong>stallation of weather stations, improved access to<br />

historical <strong>and</strong> real-time weather data, <strong>and</strong> key <strong>in</strong>vestments <strong>in</strong> client education, as<br />

well as capacity-build<strong>in</strong>g <strong>and</strong> technical support <strong>for</strong> local <strong>in</strong>surers to develop, launch<br />

<strong>and</strong> evaluate products. This k<strong>in</strong>d of support would offset some of the <strong>in</strong>itially high<br />

set-up, adm<strong>in</strong>istrative <strong>and</strong> re<strong>in</strong>surance costs, though there should also be an explicit<br />

exit strategy.<br />

That said, governments <strong>and</strong> donors should <strong>in</strong>tervene carefully to promote<br />

development-oriented <strong>in</strong>dex <strong>in</strong>surance. In particular, subsidies should be used<br />

cautiously. <strong>The</strong> evidence suggests that few farmers are will<strong>in</strong>g to pay the full cost of<br />

unsubsidized <strong>in</strong>surance simply as an alternative way of manag<strong>in</strong>g risk. <strong>Index</strong> <strong>in</strong>surance<br />

is much more likely to sell on an unsubsidized basis if it is l<strong>in</strong>ked to a wider package<br />

of goods <strong>and</strong> services that enables farmers to access new productivity-enhanc<strong>in</strong>g<br />

technologies or high-value markets that could significantly <strong>in</strong>crease their <strong>in</strong>come.<br />
