THE POTENTIAL FOR SCALE AND SUSTAINABILITY IN WEATHER INDEX INSURANCE<br />

FOR AGRICULTURE AND RURAL LIVELIHOODS<br />

S<strong>in</strong>ce then, the central <strong>and</strong> prov<strong>in</strong>cial governments have supported farmers through<br />

premium subsidies <strong>for</strong> a national multi-peril crop <strong>in</strong>surance (MPCI) programme, which has<br />

been scaled up rapidly. <strong>The</strong> programme covers a variety of crops <strong>for</strong> risks <strong>in</strong>clud<strong>in</strong>g<br />

ra<strong>in</strong>storms, flood<strong>in</strong>g, waterlogg<strong>in</strong>g (oversaturation), strong w<strong>in</strong>ds, hail, frost, disease, pests<br />

<strong>and</strong> rodents.<br />

Despite these encourag<strong>in</strong>g developments, MPCI has already generated some<br />

challenges. Time-consum<strong>in</strong>g <strong>and</strong> potentially <strong>in</strong>accurate loss adjustment procedures have<br />

led <strong>in</strong>surers (<strong>and</strong> the Government to some extent) to express their <strong>in</strong>terest <strong>in</strong> <strong>in</strong>vestigat<strong>in</strong>g<br />

alternative solutions.<br />

<strong>Index</strong> <strong>in</strong>surance pilot<br />

A jo<strong>in</strong>t <strong>in</strong>dex <strong>in</strong>surance pilot was launched <strong>in</strong> 2008 by WFP, IFAD <strong>and</strong> the M<strong>in</strong>istry of<br />

Agriculture. It was the first time <strong>in</strong>dex <strong>in</strong>surance had been piloted <strong>in</strong> Ch<strong>in</strong>a, <strong>and</strong> the<br />

programme aimed to test its viability as a supplement or alternative to MPCI.<br />

Geographical coverage<br />

Anhui Prov<strong>in</strong>ce was chosen as the pilot area. Located <strong>in</strong> the centre of Ch<strong>in</strong>a, Anhui is one<br />

of the primary gra<strong>in</strong> production prov<strong>in</strong>ces of the country, with the pr<strong>in</strong>cipal crop be<strong>in</strong>g rice.<br />

<strong>The</strong> M<strong>in</strong>istry <strong>in</strong>itially chose the counties of Changfeng <strong>for</strong> drought <strong>and</strong> heatwave <strong>and</strong><br />

Huaiyuan <strong>for</strong> waterlogg<strong>in</strong>g. Both have higher-than-average levels of rural poverty. In the<br />

end, however, the Huaiyuan pilot was only simulated ow<strong>in</strong>g to time constra<strong>in</strong>ts. 32<br />

Target group <strong>and</strong> crops<br />

<strong>The</strong> policy covered the entire rice crop of the 482 households <strong>in</strong> Yanhu village <strong>in</strong> Chengfeng,<br />

protect<strong>in</strong>g 85 ha of rice with a total <strong>in</strong>sured value of US$56,000 <strong>and</strong> with a premium of<br />

US$2,000. Under the group <strong>in</strong>surance policy, each <strong>in</strong>dividual household is <strong>in</strong>sured<br />

accord<strong>in</strong>g to its actual plot size, at 300 Ch<strong>in</strong>ese yuan (RMB) (US$50) per 0.07 ha, which<br />

roughly equals <strong>in</strong>put costs. Plot sizes vary from 0.04 to 0.5 ha.<br />

Pr<strong>in</strong>cipal stakeholders <strong>and</strong> delivery channels<br />

<strong>The</strong> pilot programme took place thanks to the <strong>in</strong>volvement <strong>and</strong> commitment of<br />

stakeholders at all levels <strong>and</strong> across diverse, relevant sectors. IFAD, WFP <strong>and</strong> the M<strong>in</strong>istry<br />

of Agriculture were the pr<strong>in</strong>cipal project management partners. IFAD <strong>and</strong> WFP implemented<br />

the tra<strong>in</strong><strong>in</strong>g of Ch<strong>in</strong>ese stakeholders. <strong>The</strong>ir consultants led development of the <strong>in</strong>dex <strong>and</strong><br />

design of the contracts, <strong>in</strong> consultation with local stakeholders <strong>and</strong> the WFP country office.<br />

<strong>The</strong> Research Institute of Meteorological Science, Anhui, undertook the task of <strong>in</strong>dex<br />

calculation <strong>and</strong> report<strong>in</strong>g.<br />

<strong>The</strong> Institute of Environmental <strong>and</strong> Susta<strong>in</strong>able Development <strong>in</strong> Agriculture (IEDA), with<strong>in</strong><br />

the Ch<strong>in</strong>ese Academy of Agricultural Sciences (CAAS), was appo<strong>in</strong>ted by the M<strong>in</strong>istry to<br />

32 Changfeng <strong>and</strong> Huaiyuan had higher-than-average levels of rural poverty relative to the rest of the country <strong>and</strong><br />

to Anhui Prov<strong>in</strong>ce. Changfeng was one of the 592 national poverty counties, i.e. the poorest counties <strong>in</strong> Ch<strong>in</strong>a,<br />

<strong>and</strong> Huaiyuan’s per capita <strong>in</strong>come <strong>in</strong> rural areas was RMB 3,200 (US$544) <strong>in</strong> 2007, while the average <strong>for</strong> Anhui<br />

was RMB 3,500 (US$595) <strong>and</strong> the national average was RMB 4,140 (US$704).<br />
