CHAPTER 3<br />

KEY DRIVERS OF SUSTAINABILITY AND SCALABILITY<br />

OF WEATHER INDEX INSURANCE<br />

Ideally, all products should constitute part of a wider, <strong>in</strong>come-enhanc<strong>in</strong>g package<br />

of services:<br />

India – PepsiCo. This <strong>in</strong>dex <strong>in</strong>surance programme was designed to cover potato<br />

crop losses due to late blight disease, which <strong>in</strong> turn is associated with weather<br />

events that can be <strong>in</strong>dexed. <strong>The</strong> <strong>in</strong>surance comes with credit <strong>and</strong> a market contract,<br />

<strong>and</strong> it offers substantial <strong>in</strong>come ga<strong>in</strong>s to participat<strong>in</strong>g farmers. <strong>The</strong> programme<br />

states the <strong>in</strong>surance premium <strong>and</strong> benefits clearly, <strong>and</strong> it <strong>in</strong>tegrates the premium<br />

payment <strong>in</strong>to the overall package (Case Study 2).<br />

Malawi – tobacco. Among the 350,000 smallholders who grow tobacco, less than<br />

15 per cent currently have access to <strong>for</strong>mal credit, which is widely needed to buy key<br />

<strong>in</strong>puts <strong>for</strong> tobacco production. As weather-related risks are the ma<strong>in</strong> impediment to<br />

local bank lend<strong>in</strong>g, the World Bank’s Commodity Risk Management Group<br />

(CRMG) 9 jo<strong>in</strong>ed with local banks, <strong>in</strong>surance companies <strong>and</strong> contract farm<strong>in</strong>g<br />

companies to provide <strong>in</strong>dex <strong>in</strong>surance that covers the value of the <strong>in</strong>put loan, not<br />

the crop. If there is a drought, the <strong>in</strong>surance payout repays part of the loan costs.<br />

By buy<strong>in</strong>g the <strong>in</strong>surance, farmers can access credit, obta<strong>in</strong> modern <strong>in</strong>puts <strong>and</strong><br />

receive production advice – <strong>and</strong> thus <strong>in</strong>crease their production <strong>and</strong> <strong>in</strong>comes.<br />

India – IFFCO Tokyo General <strong>Insurance</strong> Company (ITGI). ITGI offered <strong>in</strong>surance<br />

through its parent company’s fertilizer programme (Indian Farmers Fertiliser<br />

Cooperative – IFFCO) <strong>and</strong> used its rural network <strong>for</strong> distribution. This unusual<br />

alliance leveraged cost-efficient delivery channels to cross-sell <strong>in</strong>surance with<br />

fertilizer <strong>and</strong> seed, two st<strong>and</strong>ard farm purchases. In this partnership, ITGI provides<br />

technical advice, product education, tra<strong>in</strong><strong>in</strong>g <strong>and</strong> market<strong>in</strong>g skills to the secretaries<br />

<strong>and</strong> staff of member cooperatives to enable them to sell the <strong>in</strong>surance products<br />

(Case Study 5).<br />

Programmes that did not offer a wider range of services faced additional problems:<br />

India – BASIX. Work<strong>in</strong>g together, ICICI Lombard, the World Bank, International<br />

F<strong>in</strong>ance Corporation (IFC) <strong>and</strong> BASIX were the first to successfully launch <strong>in</strong>dex<br />

<strong>in</strong>surance products <strong>in</strong> the country. Unlike the examples above, however, the BASIX<br />

<strong>in</strong>surance programme is not l<strong>in</strong>ked to credit, despite this be<strong>in</strong>g a key constra<strong>in</strong>t on<br />

growth <strong>for</strong> many smallholders. <strong>The</strong> programme provides credible <strong>in</strong>surance aga<strong>in</strong>st<br />

drought <strong>and</strong> excess ra<strong>in</strong>fall, is reasonably priced <strong>and</strong> is delivered through an<br />

established bank<strong>in</strong>g network that reaches small farms. However, the number of<br />

contracts sold has rema<strong>in</strong>ed disappo<strong>in</strong>t<strong>in</strong>gly low, <strong>and</strong> the scheme may not be<br />

susta<strong>in</strong>able. BASIX may <strong>in</strong>troduce credit-l<strong>in</strong>ked weather <strong>in</strong>surance <strong>in</strong> the future<br />

(Case Study 5).<br />
