THE POTENTIAL FOR SCALE AND SUSTAINABILITY IN WEATHER INDEX INSURANCE<br />

FOR AGRICULTURE AND RURAL LIVELIHOODS<br />

F<strong>in</strong>ancial <strong>in</strong>termediaries<br />

AGROASEMEX is also <strong>in</strong>vestigat<strong>in</strong>g the potential of sell<strong>in</strong>g <strong>in</strong>dex <strong>in</strong>surance products<br />

directly to farmers <strong>in</strong>stead of solely to governments. <strong>The</strong> objective is to drive the growth<br />

of <strong>in</strong>dex <strong>in</strong>surance by attend<strong>in</strong>g to the needs of the low-<strong>in</strong>come rural population more<br />

efficiently <strong>and</strong> susta<strong>in</strong>ably.<br />

S<strong>in</strong>ce poor rural smallholders are generally excluded from f<strong>in</strong>ancial services, the idea is<br />

to l<strong>in</strong>k this risk-transfer scheme under a collective or group <strong>in</strong>surance approach, us<strong>in</strong>g rural<br />

producers’ organizations to per<strong>for</strong>m micro<strong>in</strong>surance <strong>in</strong>termediation. AGROASEMEX has<br />

calculated that by outsourc<strong>in</strong>g to large <strong>in</strong>termediaries that have a stronger presence <strong>in</strong> rural<br />

areas, operational costs <strong>and</strong> the risk of moral hazard could be reduced.<br />

<strong>The</strong> possibility of operat<strong>in</strong>g <strong>and</strong> manag<strong>in</strong>g <strong>in</strong>surance under a partner/agent model is<br />

under study. In this approach, the risk is assumed by an <strong>in</strong>surance company <strong>and</strong> the<br />

microf<strong>in</strong>ance <strong>in</strong>stitution per<strong>for</strong>ms sales <strong>and</strong> customer service functions, restricted<br />

exclusively to its partners, under a collective <strong>in</strong>surance contract that can be l<strong>in</strong>ked or not to<br />

credit. AGROASEMEX estimates that this operational model creates <strong>in</strong>stitutional synergies:<br />

each party (microf<strong>in</strong>ance <strong>in</strong>stitution <strong>and</strong> <strong>in</strong>surance company) provides the service(s) <strong>in</strong><br />

which it has expertise, creat<strong>in</strong>g advantages <strong>for</strong> the microf<strong>in</strong>ance <strong>in</strong>stitution, the <strong>in</strong>surance<br />

company <strong>and</strong> the <strong>in</strong>sured party. Feasibility studies are be<strong>in</strong>g completed, <strong>and</strong><br />

AGROASEMEX has <strong>in</strong>itiated a series of meet<strong>in</strong>gs with several microf<strong>in</strong>ance <strong>in</strong>stitutions<br />

<strong>in</strong>terested <strong>in</strong> future projects.<br />
