adverse selection: This occurs when potential borrowers or <strong>in</strong>surees have hidden<br />

<strong>in</strong><strong>for</strong>mation about their risk exposure that is not available to the lender or <strong>in</strong>surer,<br />

which then becomes more likely to erroneously assess the risk of the borrower<br />

or <strong>in</strong>suree.<br />

aggregator: An organization that reaches a large number of potential clients through<br />

its natural m<strong>and</strong>ate or bus<strong>in</strong>ess activities, such as a farmers’ organization, f<strong>in</strong>ancial<br />

service provider, <strong>in</strong>put supplier or community development organization.<br />

basis risk: <strong>The</strong> potential mismatch between the <strong>in</strong>dex-triggered payouts <strong>and</strong> the actual<br />

losses suffered by the policy holder.<br />

covariate risk: Risk that can affect large numbers of people at one time (e.g. widespread<br />

drought, flood<strong>in</strong>g, earthquake).<br />

<strong>in</strong>dex <strong>in</strong>surance: An <strong>in</strong>surance product l<strong>in</strong>ked to an <strong>in</strong>dex highly correlated to local<br />

yields. Contracts are written aga<strong>in</strong>st specific perils or events monitored at regional<br />

levels; payouts are triggered by pre-specified patterns of the <strong>in</strong>dex.<br />

moral hazard: This occurs when <strong>in</strong>dividuals engage <strong>in</strong> hidden activities that <strong>in</strong>crease<br />

their exposure to risk as a result of borrow<strong>in</strong>g or purchas<strong>in</strong>g <strong>in</strong>surance. <strong>The</strong>se<br />

hidden activities can leave the lender or <strong>in</strong>surer exposed to higher levels of risk<br />

than had been anticipated when <strong>in</strong>terest or premium rates were established.<br />

parametric <strong>in</strong>surance product: An <strong>in</strong>surance product <strong>in</strong> which payouts are triggered<br />

by an event, such as a catastrophic storm.<br />

transhumance: Seasonal migration of livestock to suitable graz<strong>in</strong>g grounds.<br />

waterlogg<strong>in</strong>g: Oversaturation of the soil that can starve plants of the required oxygen.<br />

w<strong>in</strong>terkill: Crop losses due to very cold w<strong>in</strong>ter weather.<br />

zero/one contract: A contract structured so that once a threshold has been crossed,<br />

the total possible payout is made.<br />
