CASE STUDY 5<br />

PRIVATE AND PUBLIC INDEX INSURANCE IN INDIA<br />

AIC branched <strong>in</strong>to <strong>in</strong>dex <strong>in</strong>surance <strong>in</strong> 2004 <strong>for</strong> a number of reasons: perceived<br />

shortcom<strong>in</strong>gs of NAIS; dem<strong>and</strong> <strong>for</strong> weather-specific coverage from farmers <strong>and</strong> private<br />

agricultural companies; <strong>and</strong> a bus<strong>in</strong>ess desire to exp<strong>and</strong> <strong>in</strong>to new opportunities. By 2008,<br />

AIC had offered n<strong>in</strong>e different <strong>in</strong>dex products across diverse districts, <strong>in</strong>clud<strong>in</strong>g the Varsha<br />

Bima, Ra<strong>in</strong>fall <strong>Index</strong>, Coffee Ra<strong>in</strong>fall <strong>Insurance</strong> <strong>and</strong> Wheat <strong>Weather</strong> <strong>Insurance</strong> products, an<br />

overview of which is given <strong>in</strong> the follow<strong>in</strong>g section.<br />

<strong>The</strong> federal Government offered subsidies <strong>for</strong> farmers buy<strong>in</strong>g weather <strong>in</strong>surance<br />

products <strong>for</strong> the first time <strong>in</strong> its 2007-2008 union budget. <strong>The</strong> subsidies are shared equally<br />

by participat<strong>in</strong>g state governments.<br />

AIC’s weather <strong>in</strong>surance products have been well supported by national <strong>and</strong><br />

<strong>in</strong>ternational re<strong>in</strong>surers, with an average of 50 per cent of the total coverage placed <strong>in</strong> the<br />

<strong>in</strong>ternational market. <strong>The</strong> re<strong>in</strong>surance contracts are based on a quota share/proportional<br />

treaty basis. In addition to the national re<strong>in</strong>surer GIC Re, <strong>for</strong>eign re<strong>in</strong>surers such as Paris<br />

Re, SCOR Re, Endurance Re <strong>and</strong> Swiss Re participate <strong>in</strong> the programmes.<br />

Pr<strong>in</strong>cipal stakeholders<br />

In develop<strong>in</strong>g its portfolio of crop <strong>in</strong>surance products, AIC partnered with various public,<br />

private, national <strong>and</strong> <strong>in</strong>ternational stakeholders, receiv<strong>in</strong>g the benefit of expertise <strong>in</strong> weather<br />

data, product design, f<strong>in</strong>ancial support <strong>and</strong> re<strong>in</strong>surance.<br />

To support the development <strong>and</strong> operation of its products, AIC also partnered with<br />

public <strong>and</strong> private weather data providers:<br />

• India Meteorological Department (IMD) <strong>and</strong> its National Data Centre provided<br />

historical weather data to <strong>in</strong>terested researchers from all weather observatories/<br />

hydrology centres. For its weather-based crop <strong>in</strong>surance programmes, AIC accessed<br />

25-30 years of historical daily weather data <strong>for</strong> about 300 locations <strong>in</strong> the country. It also<br />

uses data from the IMD weather observatories network to service its weather <strong>in</strong>surance<br />

products <strong>in</strong> some locations.<br />

• National Collateral Management Services Limited (NCMSL). A subsidiary of National<br />

Commodity Derivates Exchange (NCDEX), NCMSL was launched <strong>in</strong> September 2004. It<br />

is promoted by 10 public <strong>and</strong> private entities <strong>and</strong> provides services to the agriculture <strong>and</strong><br />

<strong>in</strong>dustry sectors. For agriculture, NCMSL provides quality test<strong>in</strong>g <strong>and</strong> warehous<strong>in</strong>g<br />

services to farmers. As part of its crop <strong>and</strong> weather <strong>in</strong>telligence, it presently has a<br />

network of over 400 automatic weather stations spread across 17 states, of which<br />

nearly 250 are servic<strong>in</strong>g AIC’s weather <strong>in</strong>surance products on a fee basis.<br />

• Karnataka State Natural Disaster Monitor<strong>in</strong>g Centre (KSNDMC). An autonomous<br />

body affiliated with the Department of Science <strong>and</strong> Technology, Government of<br />

Karnataka, KSNDMC has recently set up a telemetric ra<strong>in</strong> gauge network. Nearly 150 out<br />

of 600 ra<strong>in</strong> gauges are servic<strong>in</strong>g AIC’s ra<strong>in</strong>fall-based <strong>in</strong>surance products on a fee basis.<br />

• Risk Management Solutions India (RMSI). Work<strong>in</strong>g <strong>in</strong> geospatial <strong>and</strong> <strong>in</strong><strong>for</strong>mation<br />

technology, RMSI develops <strong>in</strong>novative solutions that <strong>in</strong>tegrate geographical <strong>in</strong><strong>for</strong>mation<br />

with niche bus<strong>in</strong>ess applications. RMSI’s success h<strong>in</strong>ges on its unparalleled expertise,<br />

specifically <strong>in</strong> natural-disaster <strong>and</strong> climate-change risk modell<strong>in</strong>g, <strong>and</strong> <strong>in</strong> its unique<br />

application of geospatial technologies. AIC has used RMSI services <strong>for</strong> weather data<br />

clean<strong>in</strong>g <strong>and</strong> data simulation.
