WEATHER INDEX-BASED INSURANCE<br />

More generally, dem<strong>and</strong> <strong>for</strong> <strong>in</strong>dex <strong>in</strong>surance may be constra<strong>in</strong>ed by the availability<br />

of other government risk-management <strong>in</strong>terventions, such as subsidized crop<br />

<strong>in</strong>surance, bank credit guarantees, or relief employment programmes. In India, <strong>for</strong><br />

example, the private provision of weather <strong>in</strong>surance was crowded out by a heavily<br />

subsidized area-yield <strong>in</strong>surance programme provided by the Government. Once it<br />

started subsidiz<strong>in</strong>g premiums <strong>for</strong> private <strong>in</strong>surers as well, sales of policies sold by<br />

private companies <strong>in</strong>creased noticeably. In Ch<strong>in</strong>a, the Government began mak<strong>in</strong>g<br />

dem<strong>and</strong> <strong>for</strong> <strong>in</strong>dex <strong>in</strong>surance<br />

Farmers often have difficulty underst<strong>and</strong><strong>in</strong>g <strong>in</strong>surance products; they lack experience with<br />

them <strong>and</strong> have little trust <strong>in</strong> <strong>in</strong>surers. <strong>The</strong>se conditions pose serious challenges to any scal<strong>in</strong>gup<br />

ef<strong>for</strong>ts, particularly with regard to the <strong>in</strong>dex-based micro<strong>in</strong>surance products bundled with<br />

credit <strong>for</strong> <strong>in</strong>puts, such as improved seed or fertilizer.<br />

Build<strong>in</strong>g on previous experiences, the IFAD-WFP <strong>Weather</strong> Risk Management Facility (WRMF)<br />

supported the design of a game that simulates decisions <strong>in</strong> a weather <strong>in</strong>surance market<br />

associated with agricultural <strong>in</strong>puts. By illustrat<strong>in</strong>g the risks <strong>and</strong> opportunities of <strong>in</strong>dex<br />

<strong>in</strong>surance aim<strong>in</strong>g to facilitate access to loans, the game sought to:<br />

• Investigate the extent to which people <strong>in</strong> rural communities without a history of us<strong>in</strong>g<br />

<strong>in</strong>surance can learn the basic concepts of <strong>in</strong>surance when its ma<strong>in</strong> elements are described;<br />

• Ascerta<strong>in</strong> whether participat<strong>in</strong>g <strong>in</strong> an <strong>in</strong>teractive learn<strong>in</strong>g process, where participants make<br />

decisions <strong>in</strong> a simulated <strong>in</strong>surance market, can significantly improve their underst<strong>and</strong><strong>in</strong>g of<br />

<strong>in</strong>surance; <strong>and</strong><br />

• Investigate the will<strong>in</strong>gness to pay <strong>for</strong> different levels of coverage <strong>and</strong> products.<br />

<strong>The</strong> game was piloted among Ethiopian <strong>and</strong> Malawian farmers <strong>in</strong> 2008 <strong>and</strong> yielded two<br />

valuable <strong>in</strong>sights:<br />

• Farmers are <strong>in</strong>terested <strong>in</strong> complex micro<strong>in</strong>surance services. <strong>The</strong> evidence from this activity<br />

strengthens the argument that there is dem<strong>and</strong> <strong>for</strong> <strong>in</strong>surance services bundled with credit<br />

among vulnerable communities, <strong>and</strong> that there may be <strong>in</strong>terest <strong>in</strong> a slightly more costly<br />

scheme that helps cover some livelihood expenses <strong>in</strong> times of drought.<br />

• Simulation games can support educational <strong>and</strong> market<strong>in</strong>g ef<strong>for</strong>ts to <strong>in</strong>troduce <strong>in</strong>surance.<br />

<strong>The</strong> survey analysis <strong>in</strong>dicates that the game was at least as good as a conventional lecture<br />

approach <strong>in</strong> convey<strong>in</strong>g most of the key <strong>in</strong>surance concepts (<strong>and</strong> better at one key<br />

dimension related to trust). While further analysis is needed, this market simulation<br />

approach may prove useful <strong>in</strong> scal<strong>in</strong>g up, particularly among illiterate people fac<strong>in</strong>g climate<br />

risks. Future work could yield more reliable results <strong>and</strong> <strong>in</strong>sights <strong>in</strong>to the determ<strong>in</strong>ants of<br />

farmers’ learn<strong>in</strong>g <strong>and</strong> preferences <strong>in</strong> regard to <strong>in</strong>dex <strong>in</strong>surance.<br />

This approach can stimulate a participatory discussion on how to def<strong>in</strong>e the key parameters<br />

of the <strong>in</strong>surance scheme (e.g. cost of premium, magnitude of payout, probability of event<br />

<strong>in</strong>sured). Oxfam America is pilot<strong>in</strong>g a dem<strong>and</strong>-driven <strong>in</strong>dex <strong>in</strong>surance product <strong>for</strong> farmers <strong>in</strong><br />

Ethiopia, designed with the help of a similar game. <strong>The</strong> Environment F<strong>in</strong>ance Group of the<br />

United Nations Development Programme (UNDP) will also use the game to illustrate the<br />

potential of risk transfer <strong>for</strong> development dur<strong>in</strong>g a retreat <strong>for</strong> country officers <strong>in</strong> the Slovak<br />

Republic, <strong>and</strong> it could become a valuable part of wider ef<strong>for</strong>ts to promote risk transfer.<br />
