INDEX INSURANCE IN ETHIOPIA – THREE PILOTS<br />

As a result of the pilots, there is now <strong>in</strong>creas<strong>in</strong>g awareness among both farmers <strong>and</strong><br />

f<strong>in</strong>ancial <strong>in</strong>stitutions of the role of <strong>in</strong>dex <strong>in</strong>surance. This has had a number of positive effects,<br />

<strong>in</strong>clud<strong>in</strong>g open<strong>in</strong>g access <strong>for</strong> smallholders to loans (as farmers are us<strong>in</strong>g credit to f<strong>in</strong>ance<br />

premium payments) <strong>and</strong> connect<strong>in</strong>g agricultural <strong>in</strong>surance <strong>in</strong> Ethiopia to <strong>in</strong>ternational<br />

f<strong>in</strong>ancial markets.<br />

Strong local stakeholders <strong>and</strong> delivery channels<br />

A local <strong>in</strong>surance champion is essential to the scalability <strong>and</strong> susta<strong>in</strong>ability of an <strong>in</strong>dex<br />

<strong>in</strong>surance product. Experience <strong>in</strong> pilots has led WFP to conclude that susta<strong>in</strong>ability <strong>and</strong><br />

scalability will not be achieved unless product development is locally owned <strong>and</strong> managed.<br />

In each of the three pilot programmes detailed here, one of the ma<strong>in</strong> pioneers has been the<br />

local company NISCO.<br />

<strong>The</strong> Ethiopian <strong>Insurance</strong> Company has realized that one key to scal<strong>in</strong>g up <strong>and</strong> susta<strong>in</strong><strong>in</strong>g<br />

<strong>in</strong>dex <strong>in</strong>surance is to focus on <strong>in</strong>termediaries <strong>and</strong> unions <strong>in</strong> the development <strong>and</strong> roll-out of<br />

the product, especially s<strong>in</strong>ce the exist<strong>in</strong>g national <strong>in</strong>surance association is not considered<br />

particularly active (members are often too competitive to work together effectively). To this<br />

end, the company has already <strong>in</strong>itiated discussions with farmers’ associations.<br />

Client education<br />

Farmers will only be <strong>in</strong>terested <strong>in</strong> someth<strong>in</strong>g that is objective, timely <strong>and</strong> shown to have real<br />

benefits. Accord<strong>in</strong>g to the manag<strong>in</strong>g director of NISCO, the biggest obstacle to achiev<strong>in</strong>g<br />

scale is the low level of awareness of <strong>in</strong>surance <strong>and</strong> education among smallholders. Dur<strong>in</strong>g<br />

the dry season, says the director, farmers are only <strong>in</strong>terested <strong>in</strong> price, <strong>and</strong> dur<strong>in</strong>g the wet<br />

season, they are busy tend<strong>in</strong>g their crops. One option is to br<strong>in</strong>g farmers together <strong>and</strong> pay<br />

them a per diem to learn about <strong>in</strong>dex-based <strong>in</strong>surance.<br />

NISCO has its own agronomists <strong>and</strong> it tra<strong>in</strong>s extension agents <strong>and</strong> farmers. It realized<br />

early on that it was important to tra<strong>in</strong> these extension agents <strong>in</strong> <strong>in</strong>surance, as farmers trust<br />

them. Farmers receive tra<strong>in</strong><strong>in</strong>g <strong>and</strong> certificates, so they are aware that they have <strong>in</strong>surance.<br />

It is important to choose farmers with a good credit history <strong>and</strong> who use good <strong>in</strong>puts <strong>and</strong><br />

practices. NISCO checks all model farms at crop emergence to confirm that crops have<br />

been planted, <strong>and</strong> the policy only becomes effective at that po<strong>in</strong>t.<br />

<strong>The</strong> haricot bean pilot <strong>in</strong>volved ongo<strong>in</strong>g communication with farmer cooperatives. <strong>The</strong>y<br />

were considered a good start<strong>in</strong>g po<strong>in</strong>t <strong>for</strong> reach<strong>in</strong>g farmers directly <strong>and</strong>, more importantly,<br />

<strong>for</strong> communicat<strong>in</strong>g with them clearly <strong>and</strong> effectively, without misunderst<strong>and</strong><strong>in</strong>gs.
