As <strong>in</strong>dicated <strong>in</strong> Table 20, the programmes have been fairly successful. Both programmes<br />

have been well received, with special recognition given to elim<strong>in</strong>ation of the need to<br />

measure actual production <strong>and</strong> to the timely payment of <strong>in</strong>demnities. Both programmes are<br />

expected to cont<strong>in</strong>ue <strong>in</strong> the <strong>for</strong>eseeable future.<br />

Per<strong>for</strong>mance<br />

In 2009 approximately 40 million acres were <strong>in</strong>sured; PRF-RI sold 12,685 policies <strong>and</strong><br />

PRF-VI 3,015. <strong>The</strong> total volume of premiums from both programmes was US$95.7 million.<br />

This success is likely due to significant premium subsidies, the frequent <strong>and</strong> severe<br />

droughts that had affected producers earlier <strong>in</strong> the 2000s, <strong>and</strong> the commissions that<br />

provide <strong>in</strong>centives <strong>for</strong> agents to learn about <strong>and</strong> market the programmes.<br />

Reception <strong>and</strong> adoption<br />

<strong>The</strong> Internet is an <strong>in</strong>tegral part of the implementation of PRF-VI <strong>and</strong> PRF-RI. 54 Agents <strong>and</strong><br />

producers can access mapp<strong>in</strong>g tools to identify <strong>in</strong>surance grids. A web-based, <strong>in</strong>teractive<br />

decision tool allows evaluation of the premium <strong>and</strong> provides access to how the programmes<br />

would have paid out <strong>in</strong> the past. For producers with limited access to the Internet, the<br />

system allows screen pr<strong>in</strong>t<strong>in</strong>g. Access to detailed explanations of the programmes,<br />

published rates <strong>and</strong> <strong>in</strong>dices contributes to transparency. Publicly available <strong>in</strong><strong>for</strong>mation allows<br />

the evaluation <strong>and</strong> monitor<strong>in</strong>g of effectiveness <strong>and</strong> efficiency. Educational programmes,<br />

lectures <strong>and</strong> meet<strong>in</strong>gs held by local agricultural <strong>in</strong>stitutions <strong>and</strong> associations help agents <strong>and</strong><br />

producers become familiar with the web <strong>in</strong>terface <strong>and</strong> the <strong>in</strong>surance programmes.<br />
