KEY DRIVERS OF SUSTAINABILITY AND SCALABILITY<br />

OF WEATHER INDEX INSURANCE<br />

<strong>in</strong>clud<strong>in</strong>g how the ra<strong>in</strong>fall deficit computation panel (a tool to settle claims) works<br />

<strong>and</strong> when payouts will be triggered. This is a useful model <strong>for</strong> easy communication<br />

that could be replicated elsewhere (Case Study 3).<br />

India – PepsiCo. A big part of the success of PepsiCo’s programme is due to its<br />

contract farm<strong>in</strong>g arrangement with farmers, a package of production <strong>in</strong><strong>for</strong>mation<br />

<strong>and</strong> support that <strong>in</strong>cludes an <strong>in</strong>dex <strong>in</strong>surance pilot. Product education was<br />

provided systematically, with tra<strong>in</strong><strong>in</strong>g <strong>and</strong> educational meet<strong>in</strong>gs conducted with<br />

each programme participant. WRMS sent a weather data advisory message to each<br />

farmer via mobile phone to promote corrective measures <strong>in</strong> advance of bad<br />

weather, so that farmers knew what measures to take <strong>in</strong> the field to prevent<br />

avoidable losses. This service was sent <strong>in</strong> a timely <strong>and</strong> regular manner <strong>and</strong> charged<br />

separately to participat<strong>in</strong>g farmers. Tra<strong>in</strong><strong>in</strong>g sessions on <strong>in</strong>dex <strong>in</strong>surance were also<br />

organized at various warehouse facilities, a natural gather<strong>in</strong>g po<strong>in</strong>t <strong>for</strong> farmers<br />

(Case Study 2).<br />

Brazil. AgroBrasil led an extensive market<strong>in</strong>g campaign to promote an area-yield<br />

<strong>in</strong>dex <strong>in</strong>surance product <strong>in</strong> the State of Rio Gr<strong>and</strong>e do Sul. It dedicated about<br />

45 people to market<strong>in</strong>g activities, plac<strong>in</strong>g ground teams close to distribution po<strong>in</strong>ts,<br />

<strong>and</strong> <strong>in</strong>vest<strong>in</strong>g <strong>in</strong> promotion of the programme via radio, local offices of the State’s<br />

Department of Agriculture <strong>and</strong> Supply (SAA), city halls <strong>and</strong> other distribution sites.<br />

AgroBrasil also prepared educational materials to help <strong>in</strong>terested farmers<br />

underst<strong>and</strong> the product. In a cartoon booklet, Mr Chico <strong>and</strong> Agricultural <strong>Insurance</strong><br />

(AgroBrasil Seguros 2008), a character named Segurito ® simplified <strong>in</strong>surance terms<br />

<strong>and</strong> expla<strong>in</strong>ed how the <strong>in</strong>surance product works (Case Study 9).<br />

Nicaragua – INISER. <strong>The</strong> Nicaraguan <strong>Insurance</strong> Institute (INISER), a public<br />

<strong>in</strong>surance company, began sell<strong>in</strong>g <strong>in</strong>dex-based <strong>in</strong>surance contracts <strong>in</strong> 2007 with<br />

support from CRMG. <strong>The</strong> <strong>in</strong>itiative was part of a pilot programme to <strong>in</strong>sure<br />

groundnut farmers aga<strong>in</strong>st drought risk. But already <strong>in</strong> 2005, INISER <strong>and</strong> CRMG<br />

had begun to lay the groundwork <strong>for</strong> the pilot through ef<strong>for</strong>ts to transfer technical<br />

capacity <strong>in</strong> contract design to local <strong>in</strong>surers <strong>and</strong> to beg<strong>in</strong> the bus<strong>in</strong>ess processes<br />

needed to carry out the work. This ef<strong>for</strong>t required a significant time commitment<br />

from the <strong>in</strong>surer <strong>and</strong> other stakeholders <strong>in</strong>volved <strong>in</strong> the pilot. Tra<strong>in</strong><strong>in</strong>g these<br />

various stakeholders under the leadership of the local <strong>in</strong>surer was possible because<br />

of the long-term commitment by CRMG, which required a three- to four-year<br />

preparation be<strong>for</strong>e targeted farmers could start buy<strong>in</strong>g <strong>in</strong>dex <strong>in</strong>surance.<br />

Lack of client awareness can hamper a product’s success:<br />

Ukra<strong>in</strong>e. In the Ukra<strong>in</strong>e, there is a lack of underst<strong>and</strong><strong>in</strong>g of <strong>in</strong>surance providers <strong>in</strong><br />

the market, <strong>and</strong> only a m<strong>in</strong>ority of farmers <strong>in</strong>sure their crops. <strong>Insurance</strong> is still a<br />

<strong>for</strong>eign concept to most. Producers did not realize that the pilot product was be<strong>in</strong>g<br />

offered by the local <strong>in</strong>surance company; <strong>in</strong>stead, they mistakenly believed it to be<br />

an <strong>in</strong>itiative by IFC <strong>and</strong> CRMG, which they were reluctant to trust. An <strong>in</strong>adequate
