INDEX INSURANCE IN CHINA<br />

facilitate the provision of weather data by the Anhui Meteorological Service, the broader<br />

organization that <strong>in</strong>cludes the Research Institute, the Prov<strong>in</strong>cial Meteorological Bureau <strong>and</strong><br />

the county-level weather service.<br />

Guoyuan Agricultural <strong>Insurance</strong> Company (GAIC) was selected to jo<strong>in</strong> the project. Apart<br />

from underwrit<strong>in</strong>g the risk <strong>and</strong> subsidiz<strong>in</strong>g the pilot product, it participated <strong>in</strong> the product<br />

design <strong>and</strong> has responsibility <strong>for</strong> market<strong>in</strong>g. Funded by 12 state-owned enterprises, GAIC<br />

is the only specialized agricultural <strong>in</strong>surer <strong>in</strong> Anhui Prov<strong>in</strong>ce. It was also <strong>in</strong>valuable <strong>in</strong> local<br />

coord<strong>in</strong>ation, communicat<strong>in</strong>g with township <strong>and</strong> village leaders, <strong>and</strong> organiz<strong>in</strong>g tra<strong>in</strong><strong>in</strong>g<br />

courses to enhance awareness.<br />

Product <strong>in</strong><strong>for</strong>mation<br />

A feasibility <strong>and</strong> dem<strong>and</strong> study with all key stakeholders – <strong>in</strong>clud<strong>in</strong>g government agencies,<br />

<strong>in</strong>surers <strong>and</strong> farmers – concluded that the major weather risks <strong>for</strong> paddy rice <strong>in</strong> Changfeng<br />

are drought <strong>and</strong> high temperatures, while the major risk <strong>in</strong> Huaiyuan is waterlogg<strong>in</strong>g. 33<br />

Thus the pilot product <strong>in</strong> Changfeng covered heatwave (temperatures above 35°C)<br />

<strong>and</strong> drought. <strong>The</strong> <strong>in</strong>dices had diverse triggers <strong>and</strong> a vary<strong>in</strong>g maximum payout amount<br />

(see Table 9).<br />

After the approval of drought <strong>and</strong> heatwave <strong>in</strong>dex <strong>in</strong>surance by the Ch<strong>in</strong>ese <strong>Insurance</strong><br />

Regulatory Commission (CIRC), the <strong>in</strong>surer, GAIC, sold a group <strong>in</strong>surance policy to Yanhu<br />

village, which bought it as a complement to MPCI, as the latter does not cover drought risk.<br />

<strong>Weather</strong> data <strong>and</strong> <strong>in</strong>frastructure<br />

<strong>The</strong>re are more than 2,200 prov<strong>in</strong>cial weather stations <strong>and</strong> 700 national stations <strong>in</strong> Ch<strong>in</strong>a,<br />

which have 40-50 years of good quality historical weather data. Of these, 160 stations<br />

share their data <strong>in</strong>ternationally through WMO. <strong>The</strong> pilot location was just a few kilometres<br />

away from the ma<strong>in</strong> weather station.<br />

Moreover, several decades of ra<strong>in</strong> gauge data were available <strong>in</strong> the pilot area, so the<br />

IFAD/WFP <strong>and</strong> Ch<strong>in</strong>ese experts used ‘historical burn analysis’, further supplemented by<br />

farmer <strong>and</strong> local agricultural expert <strong>in</strong>terviews, to calculate the <strong>in</strong>dex <strong>and</strong> the appropriate<br />

premium price. 34<br />
