PRIVATE AND PUBLIC INDEX INSURANCE IN INDIA<br />

10 states. It rapidly extended its coverage to 125,000 farmers, cover<strong>in</strong>g 98,000 ha with<br />

a premium <strong>in</strong>come of 31.7 million Indian rupees (Rs) (US$697,000) aga<strong>in</strong>st a sum <strong>in</strong>sured<br />

of Rs 558.6 million (US$12.3 million). About 90 per cent of the coverage was reported<br />

from the State of Maharashtra alone. <strong>The</strong> majority of the clients were marg<strong>in</strong>al farmers<br />

(own<strong>in</strong>g an average of 0.75 ha), who grew short-duration pulses (e.g. black <strong>and</strong> green<br />

gram), sorghum <strong>and</strong> soy. S<strong>in</strong>ce the 2006-2007 season, however, uptake numbers have<br />

been dw<strong>in</strong>dl<strong>in</strong>g.<br />

Sookha Suraksha Kavach<br />

AIC designed Sookha Suraksha Kavach with WRMS. 39 It was a deficit ra<strong>in</strong>fall <strong>in</strong>surance<br />

product <strong>for</strong> the State of Rajasthan dur<strong>in</strong>g the 2005 kharif season. Payouts were both fixed<br />

<strong>and</strong> variable, based on aggregate ra<strong>in</strong>fall between July <strong>and</strong> October, <strong>and</strong> were triggered<br />

when ra<strong>in</strong>fall levels fell below 331 mm. As a st<strong>and</strong>-alone product, it did not sell well, <strong>and</strong> it<br />

was merged with Varsha Bima dur<strong>in</strong>g the 2006 kharif season.<br />

Ra<strong>in</strong>fall <strong>Insurance</strong><br />

<strong>The</strong> Ra<strong>in</strong>fall <strong>Insurance</strong> product was developed <strong>for</strong> kharif 2006 on a customized basis,<br />

follow<strong>in</strong>g a request from the agribus<strong>in</strong>ess arm of ITC Limited, the third-largest gross<strong>in</strong>g<br />

private-sector company <strong>in</strong> India. 40 ITC wanted a product that it could retail to its farmers.<br />

Ra<strong>in</strong>fall <strong>Insurance</strong> is a dem<strong>and</strong>-based product designed with separate contracts <strong>for</strong> soybean<br />

<strong>and</strong> <strong>for</strong> paddy rice. <strong>The</strong> contracts are stage-specific <strong>and</strong> focused on the key grow<strong>in</strong>g periods<br />

of the crops. To determ<strong>in</strong>e the total sum <strong>in</strong>sured, the products are offered on a per unit basis<br />

rather than by other factors (e.g. cost of production). Market<strong>in</strong>g is carried out through a web<br />

portal (called e-Choupal) that is available to farmers <strong>and</strong> ITC’s field agents. 41<br />

AIC has also designed customized excess <strong>and</strong> deficit ra<strong>in</strong>fall <strong>in</strong>surance coverage <strong>for</strong><br />

other clients, <strong>in</strong>clud<strong>in</strong>g seed companies such as Pioneer Seeds <strong>and</strong> JK Seeds <strong>and</strong> member<br />

organizations of Friends of Women World Bank<strong>in</strong>g (FWWB).<br />

Rabi <strong>Weather</strong> <strong>Insurance</strong><br />

In 2006 AIC <strong>in</strong>troduced a multicrop weather <strong>in</strong>surance product to protect aga<strong>in</strong>st excess<br />

ra<strong>in</strong>fall <strong>and</strong> frost dur<strong>in</strong>g rabi, subject to a maximum payout cap. It covers potato, mustard,<br />

gram, barley <strong>and</strong> wheat. Contracts are sold through the ITC e-Choupal network <strong>in</strong> the<br />

states of Madhya Pradesh, Uttar Pradesh, Rajasthan <strong>and</strong> Maharashtra.<br />

<strong>The</strong> contract’s two options <strong>for</strong> excess ra<strong>in</strong>fall <strong>and</strong> frost operate from 16 December to<br />

31 January. <strong>The</strong> excess ra<strong>in</strong>fall contract is based on a comb<strong>in</strong>ation of fixed <strong>and</strong> variable payouts,<br />

triggered once the daily ra<strong>in</strong>fall exceeds 25 mm, with maximum payout set at Rs 8,000 (US$176)<br />

<strong>and</strong> maximum premium at Rs 906 (US$20). Frost coverage is based on the accumulated units<br />

of daily night temperature below 5°C dur<strong>in</strong>g the coverage period. Triggers are set at a<br />

cumulative deviation <strong>in</strong> temperature of 15-40°C deviation below the norm. <strong>The</strong> maximum<br />

payout possible is Rs 12,000 (US$267) <strong>and</strong> the maximum premium is Rs 553 (US$12).<br />
