KEY DRIVERS OF SUSTAINABILITY AND SCALABILITY<br />

OF WEATHER INDEX INSURANCE<br />

Brazil. To improve sales of an area-yield <strong>in</strong>dex <strong>in</strong>surance product, AgroBrasil <strong>and</strong><br />

SAA developed a software application called AgroNet ® . Installed at seed<br />

distribution po<strong>in</strong>ts, it cross-checked <strong>in</strong><strong>for</strong>mation on farmers’ seed requests with<br />

municipal <strong>in</strong>surance data, such as the sum <strong>in</strong>sured <strong>and</strong> area-yield <strong>in</strong>dex of that<br />

municipality. <strong>The</strong> AgroNet ® system allows AgroBrasil to exchange <strong>in</strong><strong>for</strong>mation with<br />

SAA at the time of purchase. SAA then centralizes <strong>in</strong><strong>for</strong>mation on each<br />

municipality <strong>and</strong> submits a daily, validated electronic report back to AgroBrasil. It<br />

also shares this report via the Internet with technical partners such as the ground<br />

sales team, <strong>and</strong> the <strong>in</strong>surers <strong>and</strong> re<strong>in</strong>surers that use the report to issue policies <strong>and</strong><br />

f<strong>in</strong>ancial guarantees to re<strong>in</strong>sure the risk (Case Study 9).<br />

Other examples. In Ethiopia, NISCO sells <strong>in</strong>dex <strong>in</strong>surance through farmer<br />

cooperatives, tak<strong>in</strong>g advantage of low-cost automatic weather stations owned by the<br />

National Meteorological Agency (NMA). With support from WFP, NMA is test<strong>in</strong>g<br />

the stations (Case Study 3). Similar ones are <strong>in</strong> use <strong>in</strong> <strong>in</strong>dex <strong>in</strong>surance <strong>in</strong> Kenya,<br />

where the Syngenta Foundation <strong>in</strong>stalled two low-cost automatic stations to support<br />

<strong>in</strong>dex-based <strong>in</strong>surance as a way to promote the use of high-cost, high-yield seed.<br />

Promote enabl<strong>in</strong>g legal <strong>and</strong> regulatory frameworks<br />

S<strong>in</strong>ce public-sector programmes <strong>and</strong> policies have an impact on commercial<br />

<strong>in</strong>centives, develop<strong>in</strong>g pilot projects alone is, of course, not enough to ensure market<br />

susta<strong>in</strong>ability. Public-sector <strong>in</strong>terventions are important to ensure that the conditions<br />

exist <strong>for</strong> private <strong>in</strong>surers to go beyond conduct<strong>in</strong>g pilot projects <strong>and</strong> start scal<strong>in</strong>g up<br />

the bus<strong>in</strong>ess to reach massive numbers of smallholders. From the early stages, the<br />

public sector should support <strong>and</strong> <strong>in</strong>vest <strong>in</strong> <strong>in</strong><strong>for</strong>mation, such as weather data <strong>and</strong><br />

agricultural statistics, <strong>and</strong> ensure a proper <strong>for</strong>mal regulatory environment. Donors<br />

<strong>and</strong> other stakeholders can play an important role <strong>in</strong> promot<strong>in</strong>g such an enabl<strong>in</strong>g<br />

legal <strong>and</strong> regulatory framework <strong>for</strong> <strong>in</strong>dex <strong>in</strong>surance products (e.g. promot<strong>in</strong>g<br />

en<strong>for</strong>ceability of contracts with<strong>in</strong> the supply cha<strong>in</strong>).<br />

Ch<strong>in</strong>a – WRMF. In launch<strong>in</strong>g the first <strong>in</strong>dex <strong>in</strong>surance product <strong>in</strong> Ch<strong>in</strong>a, the<br />

experience of the WRMF re<strong>in</strong><strong>for</strong>ced the importance of <strong>in</strong>volv<strong>in</strong>g the relevant<br />

government agencies <strong>in</strong> <strong>in</strong>dex <strong>in</strong>surance pilots – M<strong>in</strong>istries of F<strong>in</strong>ance <strong>and</strong><br />

Agriculture <strong>and</strong> the Ch<strong>in</strong>ese <strong>Insurance</strong> Regulatory Commission (CIRC) – <strong>in</strong> order<br />

to <strong>in</strong>crease their underst<strong>and</strong><strong>in</strong>g of the product <strong>and</strong> <strong>in</strong><strong>for</strong>m sound policy <strong>in</strong><br />

agricultural <strong>in</strong>surance. Do<strong>in</strong>g so has been particularly important <strong>in</strong> Ch<strong>in</strong>a, where<br />

as of 2009 there was no comprehensive law on agricultural <strong>in</strong>surance. As a result,<br />

decision-mak<strong>in</strong>g can seem somewhat arbitrary – <strong>for</strong> example, there are no clear<br />

regulations on loss adjustment; CIRC has a general requirement, but the processes<br />

<strong>and</strong> procedures vary from company to company. In the WRMF pilot, regulators<br />

were very supportive of ef<strong>for</strong>ts to develop weather <strong>in</strong>dex-based <strong>in</strong>surance <strong>and</strong>
