Subsidies <strong>and</strong> government f<strong>in</strong>ancial support<br />

S<strong>in</strong>ce rabi 2007, the Government has allowed public <strong>and</strong> private <strong>in</strong>dex <strong>in</strong>surance<br />

programmes to take advantage of subsidies, pend<strong>in</strong>g the approval of respective state<br />

governments. As a temporary measure, expected to last <strong>for</strong> five years, it is hoped the<br />

subsidy will promote adoption of <strong>in</strong>dex <strong>in</strong>surance <strong>and</strong> create a long-last<strong>in</strong>g <strong>in</strong>surance<br />

culture among farmers.<br />

Currently, as with all other commercial <strong>in</strong>surance products, the Government is charg<strong>in</strong>g<br />

service tax on weather <strong>in</strong>surance. 37 An additional step to make the premiums more<br />

af<strong>for</strong>dable to farmers could be that the Government would exempt <strong>in</strong>dex <strong>in</strong>surance from<br />

service tax, due to the nature of the product.<br />
