INDEX INSURANCE PILOT IN UKRAINE<br />

represented considerable value at risk <strong>and</strong> was mostly cultivated without irrigation. <strong>The</strong><br />

critical factor <strong>for</strong> high yields of w<strong>in</strong>ter wheat <strong>in</strong> Kherson Oblast was moisture, so <strong>in</strong>dex<br />

structures designed <strong>for</strong> the region captured drought risk from mid-April to mid-June.<br />

Product <strong>in</strong><strong>for</strong>mation<br />

<strong>Weather</strong> data <strong>and</strong> <strong>in</strong>frastructure<br />

To develop the <strong>in</strong>dices <strong>for</strong> the pilot contracts, the team used weather data <strong>and</strong> an analytical<br />

report on agriculture from the Ukra<strong>in</strong>ian Hydrometeorological Institute (UHMI), a government<br />

agency. <strong>The</strong> agency ma<strong>in</strong>ta<strong>in</strong>ed a weather database on 187 weather stations <strong>in</strong> Ukra<strong>in</strong>e <strong>and</strong><br />

could provide weather data <strong>for</strong> over 30 years, but only <strong>in</strong> hard copy. UHMI also provided<br />

vegetation <strong>and</strong> risk-sensitivity reports <strong>for</strong> gra<strong>in</strong> crops (wheat, rye <strong>and</strong> barley). <strong>The</strong>se<br />

expla<strong>in</strong>ed <strong>and</strong> clarified the vegetation cycle of w<strong>in</strong>ter wheat, exposed major risks dur<strong>in</strong>g each<br />

phase, <strong>and</strong> determ<strong>in</strong>ed the critical weather parameters <strong>for</strong> which exist<strong>in</strong>g computer<br />

simulation models were applied to decipher the optimum parameters <strong>for</strong> coverage.<br />

<strong>Weather</strong> <strong>in</strong>dices<br />

Initially, the project team designed several trial <strong>in</strong>dex structures, although <strong>in</strong> the end, only<br />

moisture (lack of ra<strong>in</strong>fall) <strong>and</strong> temperature stress structures were offered. Contracts covered<br />

the period from 15 April to 15 June to capture low ra<strong>in</strong>fall (less than 70 per cent of the<br />

normal 80 mm) <strong>and</strong> the impact of high temperatures (over 30°C or excessive accumulated<br />

temperatures). This coverage was consistent with producers’ concerns: they wanted<br />

coverage <strong>for</strong> the period from 1 May to mid-June, when w<strong>in</strong>ter wheat was at significant risk<br />

due to high temperatures <strong>and</strong>/or lack of ra<strong>in</strong>fall.<br />

Premium rates <strong>and</strong> subsidies<br />

For the pilot, the <strong>in</strong>surance sum was established by tak<strong>in</strong>g <strong>in</strong>to account production costs<br />

<strong>and</strong> the revenue per crop hectare. Ukra<strong>in</strong>ian farmers can be divided <strong>in</strong>to three groups of<br />

producers with m<strong>in</strong>imum, medium <strong>and</strong> higher technological levels. Dur<strong>in</strong>g <strong>in</strong>terviews it was<br />

established that farmers were <strong>in</strong>terested <strong>in</strong> <strong>in</strong>sur<strong>in</strong>g sums <strong>in</strong> the range of US$100-$300 per<br />

hectare. Insurers could establish higher <strong>in</strong>sured amounts, provided this amount did not<br />

supersede the average sell<strong>in</strong>g price of the yield per hectare.<br />

Regulation<br />

<strong>The</strong> State Commission <strong>for</strong> Regulation of the Non-bank<strong>in</strong>g F<strong>in</strong>ance Sector was tra<strong>in</strong>ed by<br />

the IFC Agribus<strong>in</strong>ess Development project <strong>in</strong> the basics of <strong>in</strong>dex <strong>in</strong>surance. By 2005<br />

Ukra<strong>in</strong>ian companies had already registered <strong>in</strong>surance regulations that <strong>in</strong>cluded provisions<br />

<strong>for</strong> <strong>in</strong>dex <strong>in</strong>surance.<br />

Assessment<br />

Per<strong>for</strong>mance<br />

In the end, only two ‘cumulative ra<strong>in</strong>fall <strong>in</strong>dex’ contracts were sold <strong>in</strong> 2005, both <strong>for</strong> deficit<br />

ra<strong>in</strong>fall coverage. However, to put this <strong>in</strong> perspective, it should also be noted that the<br />

company managed to sell only six MPCI contracts <strong>in</strong> the 2005 spr<strong>in</strong>g season. This poor<br />

per<strong>for</strong>mance had multiple causes.
