dem<strong>and</strong>, design products <strong>and</strong> deliver effective risk-management services. Other<br />

actors <strong>in</strong> the supply cha<strong>in</strong> (farmers’ associations, <strong>in</strong>put suppliers, f<strong>in</strong>ancial service<br />

providers <strong>and</strong> others) could also benefit from capacity-build<strong>in</strong>g.<br />

Client education on <strong>in</strong>surance. Market<strong>in</strong>g <strong>and</strong> client education strategies are<br />

necessary to <strong>in</strong>troduce smallholders to <strong>in</strong>surance products, differentiate them from<br />

weak public-sector <strong>in</strong>surance programmes that they may already know, <strong>and</strong> clearly<br />

communicate the costs <strong>and</strong> potential benefits of <strong>in</strong>dex <strong>in</strong>surance. Without<br />

sufficient targeted tra<strong>in</strong><strong>in</strong>g to raise the awareness of potential clients <strong>in</strong> the market,<br />

<strong>in</strong>surers that are accustomed to traditional <strong>in</strong>surance products may consider <strong>in</strong>dex<br />

<strong>in</strong>surance too difficult to communicate to agents <strong>and</strong> these clients. Other private<br />

<strong>in</strong>surers may <strong>in</strong>vest <strong>in</strong> market<strong>in</strong>g, but only <strong>for</strong> their specific products, <strong>and</strong> not at<br />

more socially optimum levels that would educate farmers more generally about the<br />

appropriate role of <strong>in</strong>surance. Donors can play a key role <strong>in</strong> support<strong>in</strong>g the design<br />

<strong>and</strong> dissem<strong>in</strong>ation of these public education ef<strong>for</strong>ts.<br />

Innovation. Donors can also push the frontiers of <strong>in</strong>dex <strong>in</strong>surance by fund<strong>in</strong>g<br />

<strong>in</strong>novations that may open new directions <strong>in</strong> the market. <strong>The</strong> use of new<br />

technologies <strong>in</strong> alternative <strong>in</strong>dices <strong>and</strong> remote sens<strong>in</strong>g applications such as NDVI,<br />

<strong>for</strong> example, offer great untapped potential. Certa<strong>in</strong> applications of technology<br />

might lower the entry barrier <strong>for</strong> re<strong>in</strong>surers develop<strong>in</strong>g an appetite <strong>for</strong> <strong>in</strong>dex<br />

<strong>in</strong>surance products, but look<strong>in</strong>g <strong>for</strong> products that are ready to be priced <strong>and</strong> of<br />

sufficient size. Remote sens<strong>in</strong>g techniques could provide additional <strong>in</strong><strong>for</strong>mation<br />

that makes re<strong>in</strong>surers less hesitant about <strong>in</strong>dex <strong>in</strong>surance contracts.<br />

Facilitate access to re<strong>in</strong>surance. In the <strong>in</strong>itial phases of the market, re<strong>in</strong>surers are<br />

not <strong>in</strong>terested <strong>in</strong> the small, risky deals characteristic of <strong>in</strong>dex <strong>in</strong>surance start-ups.<br />

Donors could play a catalytic role <strong>in</strong> <strong>in</strong>dex <strong>in</strong>surance markets by aggregat<strong>in</strong>g deals,<br />

so as to arrive at a volume that would be of <strong>in</strong>terest to re<strong>in</strong>surers, <strong>and</strong> more<br />

generally, by facilitat<strong>in</strong>g l<strong>in</strong>kages between local <strong>in</strong>surers <strong>and</strong> re<strong>in</strong>surers. Some larger<br />

donors could also take a more proactive role <strong>and</strong> <strong>in</strong>itially underwrite extreme<br />

losses <strong>for</strong> the <strong>in</strong>surance pool, perhaps through cont<strong>in</strong>gent loans, until a sufficient<br />

volume of bus<strong>in</strong>ess has been established to attract global re<strong>in</strong>surers. <strong>The</strong> IFC-led<br />

Global <strong>Index</strong> <strong>Insurance</strong> Facility, <strong>for</strong> example, is provid<strong>in</strong>g capacity-build<strong>in</strong>g<br />

support <strong>and</strong> underwrit<strong>in</strong>g <strong>in</strong>dex <strong>in</strong>surance contracts. As another example, the<br />

World Bank has provided a cont<strong>in</strong>gent loan arrangement <strong>for</strong> the livestock<br />

<strong>in</strong>surance scheme <strong>in</strong> Mongolia. Donors could also support <strong>in</strong>novative mechanisms<br />

<strong>and</strong> look <strong>for</strong> ways to graft onto exist<strong>in</strong>g delivery channels to br<strong>in</strong>g <strong>in</strong>dex <strong>in</strong>surance<br />

to the local level.<br />
