the applicants for domestic connections only the cost of the materials used in the connection and<br />
a small transportation charge while the Company absorbed the labour and other charges. In spite<br />
of these incentives, there has been no significant improvement in the rate of connections in the<br />
town of Gros Islet and its immediate environs.<br />
Lessons Learnt from the Project<br />
Community Involvement and Participation<br />
There was an absence of community involvement at the conceptual stage of the project<br />
particularly in relation to the inputs and concerns of the residents of Gros Islet.<br />
Public Education and Awareness<br />
To date there has not been an effort to sensitize the communities in the project area on the<br />
significant and important environmental and other socio-economic factors relative to the<br />
collection and disposal of wastewater and how these impact on their communities.<br />
Cost Benefit Analysis<br />
A cost benefit analysis appears not to have been done in the preliminary stages of the project<br />
since the major emphasis was on controlling the pollution levels in the coastal waters to allow for<br />
further development of tourism.<br />
Ability and Willingness to Pay<br />
Consideration was not given to the special case of the low income residents of the town, several<br />
of whom do not have the ability to pay unlike their neighbours at Rodney Bay.<br />
Legislation<br />
Legislation for mandatory connection to the system within two years of the system being in place<br />
was provided in the Water and Sewerage Act and Regulations for residential and other<br />
properties. However, there has been no legislation for the mandatory disposal of wastewater<br />
from the yachts and the pollution from these vessels most likely still exists in the marina.<br />
Connection Policy<br />
The incorporation of an adequate connection policy was not considered that would facilitate the<br />
connection of the lower income residents on to the system.<br />
Appropriateness of Technology<br />
Not much consideration was placed on the appropriateness of the technology used particularly<br />
with regard to the inhabitants of the town.
