A logically valid means-end relationship has been established between the project<br />

objective(s) and outcomes and the higher-level programme-wide or country level<br />

objectives.<br />

Funds mobilization<br />

The extent to which:<br />

(i) The national management and counterparts were able and willing, to contribute<br />

(in kind and/or cash) to project implementation and in taking an active part in<br />

funds mobilization.<br />

(ii) UNIDO HQs and the Field representation paid adequate attention to and was<br />

effective in funds mobilization.<br />

Ownership and relevance<br />

The extent to which:<br />

(i) The project was formulated with participation of the national counterpart and/or<br />

target beneficiaries.<br />

(ii) The counterpart(s) has (have) been appropriately involved and were<br />

participating in the identification of their critical problem areas and in the<br />

development of technical cooperation strategies and are actively supporting the<br />

implementation of the project approach.<br />

(iii) The outputs as formulated in the project document are still necessary and<br />

sufficient to achieve the expected outcomes objectives.<br />

Efficiency of implementation<br />

The extent to which:<br />

UNIDO and Government/counterpart inputs have been provided as planned and<br />

were adequate to meet requirements.<br />

The quality of UNIDO services (expertise, training, equipment, methodologies,<br />

etc.) was as planned and led to the production of outputs.<br />

Assessment of:<br />

(i) The relevance of the outputs produced and how the target beneficiaries use the<br />

outputs.<br />

(ii) The outcomes, which have been or are likely to be realized through utilization of<br />

outputs.<br />

Impact and sustainability<br />

(i)<br />

Identify what long term developmental changes (economic, environmental,<br />

social) have occurred or are likely to occur as a result of the intervention and how<br />

far they are sustainable.<br />

Project coordination and management<br />

The extent to which:<br />

(i) The national management and overall field coordination mechanisms of the<br />

project have been efficient and effective.<br />
