PURPOSE<br />
The purpose of the independent mid-term evaluation of the project is to enable the<br />
Government, UNIDO and donors to:<br />
(a) Assess the outputs produced and outcomes achieved as compared to those planned<br />
and to verify prospects for development impact and sustainability.<br />
(b) Assess the efficiency of implementation: quantity, quality, cost and timeliness of<br />
UNIDO and counterpart inputs and activities.<br />
(c) Provide an analytical basis and recommendations for the focus and design for the<br />
possible continuation of the project in a next phase.<br />
(d) Draw lessons of wider application for the replication of the experience gained in this<br />
project in other countries.<br />
METHODOLOGY<br />
The evaluation is conducted in compliance with UNIDO evaluation policy as an Independent<br />
Mid-term Evaluation.<br />
Independent mid-term evaluation is an activity carried out during the project cycle, which<br />
attempts to determine as systematically and objectively as possible the relevance, efficiency,<br />
achievements (outputs, outcomes and impact) and sustainability of the project. The<br />
evaluation assesses the achievements of the project against its key objectives, as set in the<br />
project document, including re-examination of the relevance of the objectives and of the<br />
design. It also identifies factors that have facilitated or impeded the achievement of the<br />
objectives.<br />
The evaluation will be carried out through analyses of various sources of information<br />
including desk analysis, survey data, interviews with counterparts, beneficiaries, partner<br />
agencies, donor representatives, programme managers and through the cross-validation of<br />
data.<br />
While maintaining independence, the evaluation will be carried out based on a participatory<br />
approach, which seeks the views and assessments of all parties. It will address the following<br />
issues:<br />
Project identification and formulation<br />
The extent to which:<br />
(i) A participatory project identification process was instrumental in selecting<br />
problem areas and counterparts requiring technical cooperation support.<br />
(ii) The project had a clear thematically focused development objective, the<br />
attainment of which can be determined by a set of verifiable indicators.<br />
(iii) The project/programme was formulated based on the logical framework<br />
approach and included appropriate output and outcome indicators.<br />
