Ljubljana, UL, FGG, Odd. za geodezijo, smer: geodezija. 11 SUMMARY The master's thesis, in compliance with the aims, discusses a syste<strong>mat</strong>ic and comprehensive way in the field of feature catalogues for the needs to create a digital navigation basis for an effective navigation of emergency vehicles. It further describes and evaluates the condition and options in the field of an effective navigation for emergency vehicles. With the created feature catalogue in the field of consideration, there was also created a starting point for a comprehensive consideration of feature types, their attributes and their relation. The thesis also considerate precisely the whole response process of emergency units in case of accidents, focusing the navigation of emergency vehicles. There are presented methods how to determinate optimal ways where there is also presented the method of how to determine more optimal ways. I found out that there is an increasing need of access and use of spatial data in the case of intervening at accidents and other incidents. The use of GIS-technology and satellite navigation systems can really contribute to a more effective preparing and intervention at accidents and to analyse the condition after the accident. It has been stated that an intervention in due time is one of the key factors of the whole procedure of protection, rescuing and help in case of an accident. The due arrival of rescue services reduces the widening of consequences or so to say other risks, damage limitation, but most of all it protects the people and their belongings. The appropriate support of navigation in emergency vehicles in case of accident intervention lowers the risk for the vehicle when driving to the scene of the accident. Here a faster and safer arrival of the rescue service to the scene of the accident is guaranteed and also the most appropriate position to park is shown (according to obstacles, supporting systems, evacuation routes etc.). I further found out that it is necessary to consider many time changing factors (most of all in road system) that have an effect on the time of driving. First Aid units should arrive as fast as possible to the scene of the accident and should also return as fast as possible to the starting point (hospital, medical centre).

The analyses of number and types of accidents in Slovenia, the EU and other parts of the world where intervention units for protection, rescuing and help are active, show that the support of GIS-technology, spatial data and satellite navigation system is a necessity in this field of work. It proves to be true that the interdependence is quite strong when using modern technology and decreasing the damage. In my master's thesis there have been tested in practical work the most used web applications to support the determination of the optimal route among the chosen locations in space. The assessment adequacy shows that they are not adequate for that kind of purpose. The database (of the company TeleAtlas, Navteq etc.) that is used by web applications is also used in digital data bases in navigation instruments for a wider use. But they do not include all data that is of great importance in navigating emergency vehicles. The consequence of that is that emergency units do not or rarely use navigation instruments at their work. The main reason therefore is, that the reliability of that instruments is insufficient and so there is a limited use in urban area with large buildings and incomplete and low quality data in the digital navigation data bases. The use of incomplete and inexact spatial data means a too high risk in the procedure of interventions. Only a few navigation instruments render the possibility of using RDS-TMC. In some countries it does not even function. In official national spatial data bases it is usually only kept a part of the data that can be used to support an effective navigation of emergency vehicles. So there is not an adequate quality of other spatial data guaranteed that are used for the means of an effective vehicle navigation. In the master's thesis the algortithms to search the optimal paths were discussed precisely. The function of the algorithm is to search in the shortest possible time the fastest path or more paths and to consider the data changeability. That is not an easy task, when there is a large amount of data. Therefore it would be necessary in that field to use more effective algorithms and not only the basics (e.g. Dijkstra's algorithm and its adaptation). They usually consider searching the optimal path only a part of the important characteristics of road elements (e.g. the category of road elements) and other data. In Slovenia there does not exist a data base or another system that is meant to support the navigation of intervention vehicles. It is revealed that in practical work still intuitive methods determining the optimal route for emergency vehicles. The master's thesis confirmed the
