official bases is not used enough for using them in the above mentioned field. The feature
catalogue represents a basis to access preparation of methodical and other basis for
including, managing and keeping that kind of data or so to say to analyse the applicability of
the existing data.
In the master's thesis presented feature catalogue shows a base for the most different spatial
analysis and risk analysis. With a so planned data base it is possible to carry out simulations
and other models to support learning and reacting correct at the scene of an accident. The
feature catalogue represents a basis to analyse the influence of several spatial and other
factors to higher or lower the risk for emergency vehicles on their way to the scene of the
accident and a determination of optimal paths in advance to the specific location. The results
show that the field of emergency units, especially the time and paths of emergency vehicles
are not treated correctly from a statistic, professional, analytic, scientific and researching
point of view.
Accidents and other incidents in the last year in Slovenia and elsewhere in the world show
the need to establish an information system that bases on GIS-technology and GNSS as
means of informational integration and inter-organization cooperation and getting connected
in general. According to the positive effects of some measures from the European Union
(e.g. eCall) and other states in the field to raise the service quality for the safety of the
inhabitants, it is reasonable to join an initiative to plan a feature catalogue, like it is
presented in my master's thesis. That promotes to an active inter-institutional, intersectional
and interstate cooperation on all levels, common investment and researching and exchanging
of knowledge and data. With the appropriate support of state, European and other financial
mechanisms, it would be possible to join a plan of substantive perfect and qualitative digital
data base, like it is provided in the feature catalogue. So an important step is made to raise
the quality of official services that are carried out by the units for protection, emergency and
aid, and the effect of that is to lower the costs, but most of all to guarantee a more
appropriate protection and security of people and their lives.
