it tells us noth<strong>in</strong>g of the reasons for their adoption by<br />

the <strong>Roman</strong>s. We perceive the how, but not the why,<br />

is our<br />

of their sudden expansion. Especially imperfect<br />

understand<strong>in</strong>g of the reasons for the difference between<br />

the Orient and the Occident po<strong>in</strong>ted out above.<br />

An example will make my mean<strong>in</strong>g<br />

clear. A Celtic<br />

div<strong>in</strong>ity, Epona, 5 was held <strong>in</strong> particular honor as the<br />

protectress of horses, as we all know. <strong>The</strong> Gallic<br />

horsemen worshiped her wherever they were cantoned ;<br />

her monuments have been found scattered from Scot<br />

land to Transylvania. And yet, although this goddess<br />

enjoyed the same conditions as, for <strong>in</strong>stance, Jupiter<br />

Dolichenus whom the cohorts of Commagene <strong>in</strong>tro<br />

duced <strong>in</strong>to Europe, it does not appear that she ever<br />

received the homage of many strangers ; it does not<br />

appear, above all, that druidism ever assumed the shape<br />

of &quot;mysteries of Epona&quot; <strong>in</strong>to which Greeks and Ro<br />

mans would have asked to be <strong>in</strong>itiated. It was too ,<br />

deficient <strong>in</strong> the <strong>in</strong>tr<strong>in</strong>sic strength of the <strong>Oriental</strong> re<br />

ligions, to make proselytes.<br />

Other historians and th<strong>in</strong>kers of to-day prefer to<br />

apply the laws of natural science to religious phenom<br />

ena ; and the theories about the variation of species<br />

f<strong>in</strong>d an unforeseen application here. It is ma<strong>in</strong>ta<strong>in</strong>ed<br />

that the immigration of <strong>Oriental</strong>s, of Syrians <strong>in</strong> par<br />

ticular, was considerable enough to provoke an altera<br />

tion and rapid deterioration <strong>in</strong> the robust Italic and<br />

Celtic races. In addition, a social status contrary to<br />

nature, and a bad political regime effected the destruc<br />

tion of the strongest, the exterm<strong>in</strong>ation of the best and<br />

the ascendancy of the worst elements of the population.<br />

This multitude, corrupted by deleterious cross-breed<strong>in</strong>g<br />

and weakened by bad selection, became unable to op-
