Hydrocarbon Spills 7 ‐ 4 Balloch Field Development Environmental Statement 28. Offshore crews and supervisory teams are trained and competent. Section 7 Conclusions 29. Approved OPEPs are in place prior to any activities being undertaken and OPEP commitments (training, exercises, etc.) are captured in the environmental audit programme. 30. Well specific control measures include: Robust BOP pressure and functional testing regime; Routine Remotely Operated Vehicle (ROV) inspections of the BOP on the seabed, as well as visual integrity checks whenever BOPs are recovered to the surface; Appropriate mud weights are used to ensure well control is maintained; Higher hazard and risk awareness and understanding in light of lessons learned from the Deepwater Horizon incident. 31. Operations specific control measures include: Platform import and export facilities are secured by a combination of topside Emergency Shut Down Valves (ESDV) and Subsea Isolation Valves (SSIV); Export is ceased from the oil export line from the GPIII following a low pressure indication on the export line or following a report of a spill at sea which would prompt a controlled shut down; Balloch pipelines are protected by pressure indicators and leak detection system. 7.3. OVERALL CONCLUSION Following the implementation of the mitigation and control measures identified, the long term and cumulative environmental impacts associated with the proposed Balloch development are considered to be acceptable.
